Tainan City Councilor Suspected of Threatening Police Official|要求警到場被拒 南議員飆罵耍官威?


A cake shop owner in Tainan asked city councilor Lin Mei-yen for help in handling a dispute. The councilor turned to ask police to deal with the case. There a rumor that Lin yelled and used curse words during their phone conversation. Both of them expressed their own positions and neither side agreed with the other. The cake shop owner kept a low profile and denied the incident.


A cake shop owner in Tainan City sought help from city councilor Lin Mei-yen after he was demanded by his two friends to pay a fee for handling his debts. Lin then asked policemen for help. The local police department deemed the matter a civil dispute and is outside of their jurisdiction. It's been rumored that the city councilor yelled curse words for 10 minutes during her telephone conversation with the police. On the morning of March 27, senior police officials have made a statement to support their staff's decision.

The statement from the cake shop owner regarding the meet-up his friends was inconsistent. There's a difference in perspective from the two sides. We have investigated the matter and have set up a patrol box to which the public can submit their concerns. The precinct stands behind our police staff in their handling of the matter.

City councilor Lin Mei-yen was accused of being condescending. She made an appearance to clarify the situation. She said her telephone record shows that she only stayed on the phone for 3 minutes, unlike the 10 minutes reported by the media. She said the police should step in and intervene in incidents where a citizen's life is threatened. She also denies being condescending when talking to police officers.

This is a record of my conversation with the head of the police precinct. It lasted three minutes, only three minutes! He claimed that he wanted off out of the office. When did I ever said that? I don't have the jurisdiction over his placement. I'm just a representative of the public's opinions. And when a member of public is threatened, is it wrong that I came out to seek help from the police?

The cake shop owner kept a low profile and denied the incident. Both the city councilor and the police have expressed their own positions, and neither side agrees with the other. The incident has raised the question of whether the city councilor has over stepped her jurisdiction.



台南這間糕餅店的業者,因為被協助處理債務的兩名友人要求索取「處理費」,而找了台南市議員林美燕協助,林要求警方到場協助,不過派出所所長確認為這事屬於民事糾紛,警方無法受理,傳出議員在電話中飆罵10分鐘,對此,警方27號上午也出面力挺基層員工。

台南市警二分局副分局長 劉錦堂表示:「店家當事人對於雙方面意見反覆不一,說法不一,造成雙方面認知有落差,我們有查,也有設巡邏箱,本分局是支持所長專業執法立場。」

被控耍官威的台南市議員林美燕也出面說明,並且秀出通話時間,受訪時強調通話時間只有短短3分鐘,並不像媒體所報導的飆罵10分鐘;另外,當人民生命受到威脅,警方難道不應該強力介入,同時也否認耍官威。

台南市議員 林美燕表示:「這是我跟所長的對答,才有3分鐘,短短3分鐘而已耶,他竟然講說我要把他換掉, 我哪有要把他換掉,我第一沒有人事權,什麼都沒有的情況之下,身為民意代表,民眾覺得危險的時候,我們站出來,警方去協助, 難道有錯嗎?」

實際走訪糕餅店,業者低調否認有這件事,只不過卻演變成協助處理的台南市議員林美燕跟警方各說各話。而民意代表接受陳情,是否也介入警方職權,也再度引發爭議。
