On the first working day after the Lunar New Year holidays, cabinet ministers gathered to attend a spring offering at the Executive Yuan. However, instead of focusing on the event itself, many were concerned about the rumor of a possible Cabinet reshuffle before the starts of the next legislative session. Minister of Labor Kuo Fang-yu and Minister of Health and Welfare Lin Tzou-yien were said to be replaced because they did not handle controversy over the policy very well. Lin has been burdened with the government's plan to import food from nuclear disaster zones in Japan. His opinions on long-term care services also differed from those of the presidential office.
