CUT IN PENSION MAY AFFECT VACANCIES FOR YOUNG TEACHERS|憂月退金縮水 傳部分老師擬延後退休

The Legislative Yuan has passed the pension reform bill for public servants and public school teachers. Now it is reported that some teachers are planning to retire later because they are afraid of their pension being cut. The National Federation of Teachers Unions said that the trend to delay retirement will cause the turnover rate in public school teachers to slow down, and it will be more difficult for schools to release teaching vacancies.

As the pension reform bill passes, a lot of teachers worry that their pension will be cut. Thus, some teachers who originally could retire this year, now plan to retire later.

Some are still waiting for the latest information about the new pension system to decide whether to retire or not. Others canceled their retirement application due to a change in personal career development.

According to local education bureaus, over the past two years, the number of public school teachers applying for retirement in Taipei City was over 800 people. It is estimated that applications will decrease by dozens this year. In New Taipei City, compared to last year's figure, the applications are one hundred less. The National Federation of Teachers Unions said that there may be a trend to delay retirement.

The amount of pension a teacher receives is associated with their length of service. If they are dissatisfied with the amount of pension they get from the new pension system, they may continue teaching as long as their stamina permits.

Take teachers with a bachelor's degree for example, after teaching for 30 years, they can receive a monthly pension of NT$74,000. However, after the pension reform, those who start to retire next year can only receive NT$ 63,000 a month, just for the first year. The pension will be gradually cut to around NT$ 50,000 in the tenth year. On the other hand, teachers delaying their retirement for five years can receive several thousand dollars more per month than their colleagues applying for retirement this year. This will cause the turnover rate in public school teachers to slow down, and it will be hard for schools to release teaching vacancies.

Hiring surplus teachers or monitoring the number of teachers to increase the turnover rate, will be difficult in junior high schools.

The K-12 Education Administration said that teaching vacancies have become fewer and fewer due to the low birth rate. However, the administration said that it has launched a program to hire more teachers, and in the 2017 fall semester, there will be recruitment for teachers of professional courses. The administration will respect senior teachers' decisions on retirement.

立法院已通過公教的年金改革法案,卻傳出有老師怕退休後月退金會縮水,放棄想退休的念頭,讓教育界出現一波延退潮。全教總認為除了延退潮,影響最大的是師資新陳代謝也會放慢,讓學校更難開出新的教職缺額。

根據地方教育局統計,在台北市,老師退休人數,連兩年都是800多人申請,退休人數,預估今年會少了幾十人;至於新北市今年申請的人數,比去年少100多人,但實際人數仍有待統計。全教總認為,這股延退現象,是必然發生的。

以大學學歷、教書30年的老師來看,年改前平均月領74000元,年改後,明年退休,第一年63000多元,接著逐年調降到第十年剩5萬左右。如果延後五年退休,月退金會多幾千塊。這會使得師資新陳代謝變慢、學校老師缺額停滯。

國教署說明,國中師資缺額,因為少子化關係變少,但已經推出450專案、106學年也進階要增聘專業科目人力。至於老師退休與否,一切都尊重老師選擇。
