After the railway elevation project is completed in Taichung, the next step is filling in the 23 underpasses in the city, which is expected to be completed by the end of 2018. Construction Bureau== After Railway Construction Bureau finishes the first phase construction, Taichung City Government Construction Bureau will take over the remaining six. The Construction Bureau stated, 23 underpass constructions in metropolitan area will be divided into phases.
