Tainan to declare historic preservation zone / 老屋.古街.台灣史 南市將公告"府城歷史街區"

Tainan is a city rich in culture and history, with buildings left from the Qing dynasty and the Japanese era scattered across the older part of the town. To protect historic buildings from being torn down, the Tainan City Government is to declare a historic preservation zone, where new building projects can receive NT$500,000 to NT$800,000 in subsidy if their design blends seamlessly into their surroundings. As the oldest metropolis in Taiwan, Tainan is home to numerous time-frozen neighborhoods built centuries ago, making it a popular destination among tourists. Yet as the city modernizes, the number of old buildings has been on a decline. As such, the Tainan City Government's Bureau of Culture Affairs is set to declare an area of 320 hectares as historic preservation zone, where extra subsidies will be given to renewal projects that help preserve the city's historic cityscape. ==LIANG CHIN-JUNG Tainan City Culture Affairs Bureau Culture Facilities Div. Chief== Our aim is to revitalize this historic city by balancing preservation and development, rather than by focusing entirely on development. According to the city's Culture Affairs Bureau, various forms of subsidies were put in place 4 years ago to encourage urban renewal, but the problem is newly built houses often seem incongruent with their surroundings. In light of this, starting in February, the Bureau will begin providing an extra subsidy of NT$500,000 to NT$800,000 to renovation projects whose design are congruent with others buildings in the historic preservation zone. ==LIANG CHIN-JUNG Tainan City Culture Affairs Bureau Culture Facilities Div. Chief== As long as it's a new building being built in the historic preservation zone, and its overall design takes into consideration its surroundings, then an appropriate amount of subsidy no more than NT$800,000 will be granted once a special committee gives its approval. In addition to preserving Tainan's historic cityscape, the Culture Affairs Bureau is also building a spatial information platform to facilitate the public's understanding of the city's past. The new service will feature easy-to-access information on everything considered historic within the city's boundaries, including old trees, water wells, historic sites and buildings, as well as traditional commercial blocks, which the city government hopes will help bring citizens closer together and encourage them to do their part in preserving the city's historic assets. TRANSLATED BY:JEFF CHANG 台南是台灣歷史發源地,同時更保有諸多老舊巷弄氣味的舊城區,常常吸引不少觀光客朝聖;但是舊城裡的老屋子,未必能夠代代相傳,因為擔心老街景觀陸續消失,台南市政府文化局計畫,今年2月公告中西區、北區腹地約320公頃的「府城歷史街區」,同時提供補助,希望藉此吸引民眾保存老屋子。 ==台南市文化局文化建設科長 梁晉榮== 目的就是希望達到一個願景 讓這個歷史的都市 未來能夠展現它的風華 能夠來以保存活化 來取代完全發展開發的思維 台南市文化局表示,過去4年來,原本就有老屋修繕、租金補助,然而過去幾年還是有拆老屋蓋新房後,卻與原有的老街風情不搭調的狀況,因此今年更加碼獎勵計畫,如在老街區內新建房舍,若願意和老街區融合,不對景觀造成過大衝擊,文化局願意每間房子補助50至80萬元。 ==台南市文化局文化建設科長 梁晉榮== 你只要是新的建築物 在傳統街區或歷史街區裡面 只要你尊重旁邊的 既有的老屋環境 透過我們的委員會審議 我們也是會給予適當的金額補助 上限不會超過80萬元 除了保存舊城區老街風情,為了要讓民眾更了解府城的過去未來,文化局也建置府城歷史街區空間資訊平台,將清代及日治時期街區地圖與現代套疊,透過這套系統,讓府城歷史街區內老樹、古井、 古蹟、歷史建築、老街資訊,一目了然,藉此提升市民對城市的向心力,一起為維護老街區盡一份心力。 記者 溫正衡 台南報導
