LABOR LAW AMENDMENTS AFFECT INFRASTRUCTURE PROJECT COMPLETION|一例一休衝擊 南迴拓寬完工恐延至107年

An expansion project along the south-link highway originally scheduled to be completed by the end of 2017 will now be delayed as the newly amended labor standards act mandates more down time and shorter working hours per week for all workers. Here's our report. The South-link Highway expansion project has been going on for almost five years, some sections has only one single lane for traffic. Some drivers have been complaining; now residents live near by the highway have something to say. ==MRS. WANG, Resident== We have no choice. They are digging here and wind blows sands, or rocks fall. The expansion project is set to complete by the end of 2017. However, the recent amendment to the Labor Standards Act and continuous labor shortage, the completion day is to be delayed until June of 2018. ==MR. LEE South-link Highway Expansion Project Contractor == The amendment of one fixed day off and one flexible rest day does affect the completion day. We have no way to rush on the progress. ==SU WEN-CHI MOTC Kao-Nan Region Construction Office== Due work schedule change, work time is less. We agree reasonable delays to the contractor. In fact the completion day is changed from end of 2017 to June 2018. The Ministry of Transportation and Communications said, the expansion project originally was set to complete by 2020. However five years ago the central government decided to shift the completion time early in order to improve living quality for eastern region residents. The MOTC is certain to complete the project within the said time frame. TRANSLATED BY：ANTHONY LIN 南迴公路拓寬工程從101年動工到現在快屆滿5年，部份路段管制實施單線通車，不但用路人要忍受通行不便，在公路邊的住家也開始受不了。 ==民眾 王女士== 我們很辛苦 因為他們在這裡挖土又風吹 飛砂走石的 不過南迴公路拓寬工程，公路局原訂明年106年年底要完工，可是勞基法修法通過了一例一休，再加上嚴重欠缺工人的南迴公路拓寬工程，現在要延後到107年6月左右才會完工。 ==南迴拓寬工程包商監工 李先生== 落實一例一休的話 可能工期就會有影響 也趕不出進度來 ==交通部高南區工程處 蘇文崎== 因為工班的部份 他的出工的時間是變短了 所以我們會有一些工期的部份 會酌延期給廠商 所以事實上從106年年底 可能會酌延到107年上半年 不過公路局說，南迴公路拓寬工程最早計畫在109年完成，由於5年前考量政府落實照顧東部民眾生活才把完工期限提前，雖然現在會延後，但還是會在公路局整體規畫掌控的期限內完成。 記者 章明哲 台東報導
