Excess Tax to Be Disbursed to Public: Su 蘇揆:1800億扣不時之需 發現金全民共享

On the issue of sharing tax payments with the people, Premier Su Tseng-chang said NT$180 billion will be distributed to the public in the form of cash after deducting contingencies. However, this approach must be approved by the Legislative Yuan.

Premier Su Tseng-chang inspected the Taipei Mail Processing Center and instructed post employees to strengthen its review of international postal packages. Su emphasized that after deducting for emergencies, the NT$180 billion in excess taxes will be shared by the public in the form of a cash disbursement. However, it needs the approval of the Legislative Yuan to make it legal.

Lin Te-fu, Legislator (KMT): “We have already reminded the Tsai Administration long ago to plan and prepare in advance. The result is laughable. The Ministry of Finance told the Directorate-General of Budget, Accounting and Statistics that it's too late to create the budget.”

Su Tseng-chang, Premier: “We plan to share this excess tax with the public by issuing a cash disbursement. But this needs a legal basis and the budget must be compiled. We need the consent of the Legislative Yuan.”

Su emphasized that the money cannot be spent all at once, as China's epidemic heats up, coupled with rising inflation. The cabinet will reshuffle immediately after this Legislative Yuan session. There are still voices in the DPP calling for the Executive Yuan to self-critique itself first.

Su Tseng-chang, Premier: “The Premier's responsibility is to enrich the country and serve the people. The appointment and dismissal of the Premier are the President's prerogative. So I ask everyone to please respect this.”

Foreign media reports a U.S. military delegation visited Taiwan in December to discuss how to strengthen defenses. The release of the news at this time was interpreted as an attempt to extend military service and increase support. Su believes that Taiwan must be determined to protect the country first, and allies would then naturally want to help.

國民黨立委林德福表示：「我們老早就提醒過蔡政府要預作規劃準備，結果笑死了，這個財政部跟主計總處竟然說，作業來不及，預算來不及編。」

行政院長蘇貞昌說道：「我們規劃在這個額度跟全民共享用發現金的方式，但這要有法源的根據和預算的編列，要經立法院的同意，不是私下發紅包。」

蘇貞昌強調，中國疫情升溫加上通膨問題，錢不能一次花光。至於立法院會期後緊接著內閣改組，黨內仍有聲音呼籲行政院先檢討。

行政院長蘇貞昌指出：「富國為民是行政院長的責任，而院長的任免是總統的職權也請大家尊重。」

至於外媒報導，美軍代表團12月訪台商討如何強化防禦，這個時間點釋放消息，被解讀是要為延長兵役、增添助力，蘇貞昌認為守護國家自己要有決心，各方朋友自然也會相助。
