Government Not Doing Anything About Scam Spam 投資詐騙案頻傳 藍委批政府束手無策

The pan-blue camp is irate over the government's lack of action against investment scams and spam. The Criminal Investigation Bureau says it has always promoted keyword filtering and is looking into asking telecom companies help.

This text, which says it is from a Ms. Hsieh with a stock app company, asks the recipient to add her on Line. This text, which says it is from a Ms. Lee at KGI Securities, says the same. This type of spam keeps coming every day and blocking the senders doesn't do any good. The government is not doing anything about it either.

Fai Hrong-trai, Legislator (KMT): “They asked me to call them back. Is it a spam call? Should I be reporting it to the NCC or the National Police Agency or the Financial Supervisory Commission?”

Lawmaker Fai Hrong-tai says one single spam message isn't a big deal, but this type of scam is. According to Financial Supervisory Commission statistics, 269 investment scam complaints, or 53.8 a month, were filed in the first five months of the year. Only 336 were filed all last year, or 28 a month. In addition, Whoscall statistics show that Taiwan ranked first in the world in stock and investment scams in 2021 with scam messages increasing 190.13 percent from the previous year.

Hsieh Yi-feng, KMT Assistant Caucus Secretary: “The National Police Agency is telling us to turn off iMessage on (iPhones). You want us to disable this channel of communication? You even want to take away our right to keep in touch with friends?”

Lee Si-ta, Section Chief, Ministry of Justice Department of Prosecutorial Affairs: “We will ask prosecutors and police to work together on investigating this type of fraud and reinforce the seizure of stolen funds to help victims and minimize victims' losses.”

The Criminal Investigation Bureau says apart from the 165 scam hotline, it is promoting keyword filtering and looking into the feasibility of front-end management and blocking by telecom companies using AI analysis.
 

點開手機簡訊可以看到宣稱三竹股市的謝小姐說，有急事找麻煩加一下LINE，還有凱基證券的李小姐也附上ID邀請加入，這類詐騙手法推陳出新，不少民眾每天都會收到炒股投資等垃圾簡訊，即使已經刪除或封鎖都沒用，政府也束手無策。

國民黨立委費鴻泰表示：「我手機裡面他叫我們回一個，是不是垃圾電話，我不知道這個回報是回報到NCC呢？還是回報到警政署呢？還是回到金管會？」

費鴻泰表示，雖然這些簡訊看起來是小事，但影響層面卻相當多。從金管會證期局最新統計可以看到，2022年前5月收到投資詐騙的民眾檢舉或陳情有269件，已是去年全年336件的8成。前5月平均每月有53.8件投資檢舉案，相較去年每月平均28件，已多出近一倍。立委也指出，從來電辨識軟體Whoscall統計，去年一整年，台灣因股市持續升溫，使得股票投資類型的詐騙總量竟高居世界第一，台灣詐騙簡訊年增率更達190.13%。

國民黨立院黨團副書記長謝衣鳳指出：「警政署也提醒我們（蘋果手機）要關掉imessage，你叫我們把我們溝通訊息的這個管道關掉，連我們交友的權利都把我們封鎖。」

法務部檢察司科長李思達說：「我們會結合檢警全面查緝各類詐欺犯嫌，強化贓款查扣工作，協助被害人贓款返還跟減少被害損失。」

刑事局表示，除了165詐騙電話外，也一直在推動關鍵字的攔阻，也與NCC溝通，請電信公司的電腦也要做一個AI分析，從前端設置管理、攔阻機制，多管齊下，才能避免類似事件一再發生。
