100 Shootings Reported in Taiwan in 2021 2021年槍擊案達百件 創下6年來歷史新高

National Police Agency has formed a task force to investigate the shooting. Taiwan had 100 shootings in 2021, a six-year high.

National Police Agency Director-General Huang Ming-chao, who has only been at his post for 15 days, rushed to Nantou on the 14th to oversee the investigation into the mass shooting that killed four and injured one.

Hsu Kuo-yung, Interior Minister: “This was a major shooting and the head of the National Police Agency immediately took over command. Since then, relevant reports on relevant procedures and investigation progress have been made to relevant agencies.”

Huang Ming-chao, National Police Agency Director-General: “The suspect has already been identified along with his connection to the company. We need to speak with him to find out what his motive was.”

Huang condemned the gunman for challenging public power so brazenly, saying he will not be shown any tolerance. According to Huang, police have already identified the shooter and police in Taichung, where he fled after the shooting, are looking for him. Taiwan reported 100 shootings in 2021, or one shooting every 3.65 days. The number was a six-year high.

Wang Yao-hui, Crime Investigation Affairs Section Chief, CIB: “We seized over 2,000 firearms in 2018, an all-time high. The number was less than 1,300 last year. The National Police Agency passed amendments on June 12, 2020 to expand controls on imitation guns.”

One official says imitation guns are often modified into working firearms and the number of seized guns has gone down since controls on imitation guns were expanded. Whether there was gang involvement in the shooting remains unknown at this time.

南投草屯康建生技公司14日傍晚發生重大槍擊案，造成4人死亡、1人重傷，震驚全國。這也是才剛上任的警政署長黃明昭，任內首起大型刑案，14日晚間也趕赴南投坐鎮指揮。目前警方已將嫌犯逮捕。

內政部長徐國勇說：「發生了這麼一件重大的槍擊案，警政署長也立即前往坐鎮指揮。而且在過程中，也把相關處理以及偵辦的進度，向相關的單位來做相關的呈報。」

警政署長黃明昭回應：「嫌犯身分已經鎖定跟公司有關聯性，那要查緝到案以後，我們才能釐清他的犯案動機。」

黃明昭痛批歹徒光天化日下公然開槍行凶，嚴重挑戰公權力，法理不容。目前已經鎖定嫌犯身分，嫌犯犯案後從南投跑到台中，台中市警察局也加入專案小組追緝嫌犯。另外，根據警政署統計，2021年槍擊案發生數達100件，創下6年來歷史新高。換句話說，平均每3.65天就會發生一起槍擊案。

警政署刑事局偵察科長王耀輝表示：「槍枝的這個查獲數，在107年是達到2000多支，這個是最高峰。那麼再到去年已經是不到1300支，警政署在109年6月12號有推動修法，擴大了模擬槍的一個管制範圍。」

王耀輝也進一步說明，模擬槍是改造槍枝的重要來源，擴大管制後，查緝槍枝也逐年遞減。槍擊案追緝到案後，會持續追溯幕後是否有集團。如有幫派涉入，將啟動系統性掃黑，加強打擊。
