City Councilor Accuses Ko of Running Cyberarmy 發文稱全家染疫求助無門 IP來自北市府

A DPP city councilor accused Taipei City Mayor Ko Wen-je of running a cyberarmy. A PTT user recently posted about his whole family getting COVID-19 and not being able to get help. The account was traced to a Taipei City Hall IP address.


Wang Min-sheng, Taipei City Councilor (DPP): “We looked into it and traced (the post) back to Taipei City Hall. What should be done? How should this be handled? You have a cyberarmy at City Hall.”

A Taipei City councilor accuses Taipei City Mayor Ko Wen-je of using a cyberarmy to sway public opinion during an interpellation. The ruckus started with this PTT post, in which a netizen said his family of five had all tested positive and that his wife was a moderate to severe case. The netizen criticized the government for politicizing epidemic management and said it is impossible to get medical care unless one supports the right "color." The IP address of the netizen was traced back to Taipei City Hall.

On the 2nd, the Department of Information Technology said three PTT accounts, including the one that made the post, had been traced back to one person: a Taipei Expo Foundation employee surnamed Lin. The department says Lin did experience what he posted about and was just trying to blow off some steam.

Shen Yu-bin, Director, Taipei Expo Foundation: “What he wrote was true and we understand why he was feeling like that in the moment. What he did wrong was posting that while he was at work.”

The foundation says the employee did in fact test positive previously and his family members got infected as well. The foundation does not believe the employee had ill intent and says there is no "city hall cyberarmy." However, he should not have been posting from his personal account at work and will be punished for that.

柯文哲議會備詢,議員砲火猛烈,質疑台北市府內部有網軍,造謠帶風向。因為PTT有一篇貼文,網友說他一家五口都確診,妻子還是中重症,批評政府沒有超前部屬,還說只有顏色正確,才有醫師到宅。沒想到事後卻被發現,發文的IP位址,來自台北市政府。

對此,台北市資訊局長呂新科表示:「查詢清楚後,我們會再把報告給政風。」

原本預計下週三公布完整報告,資訊局2日晚間火速發聲明,表示引發爭議的發文帳號,有3組來自同一人。比對來源後,發現是北市會展產業發展基金會的林姓員工,但他供稱,PO文內容都是自身遭遇,只是為了抒發不滿、沒有造謠。

台北市會展產業發展基金會主任沈裕斌表示:「這內容是屬實啦,我們也頗能理解說,他在那個時候的一些心情,他犯錯的地方,其實是他不該在上班的時候,去做非公務的事情。」

至於貼文內容有沒有造假,基金會表示,同仁先前確實曾經確診,純屬他的親身遭遇,並非惡意中傷,更不是市府養網軍。不過他利用上班公務時間做私事,已經不當,內部將召開人評會,做後續懲處。
