Daycare Centers in Taipei Reopen at Half Capacity 北市0-2歲托嬰微解封 今起降載收托1/2

Parents say they can finally breathe again after Taipei City allowed daycare centers for children under two to reopen at reduced capacities.
On July 20, daycare centers for children under two reopened in Taipei City at a lower capacity. Many parents were grateful to hand their children over to center staff.
Parent1:”I couldn't wait. It's really tiring taking care of children. The Legislative Yuan (daycare center) does a really good job, so I have no concerns (about infection).”
Since Level 3 restrictions went into effect, many parents have been forced to take care of their children while working from home. With companies starting to recall employees back to the office, some parents don't know what to do.
Parent2:”I (had) to work from home so there was no way I could watch my kids every minute of the day.”
Parent3:”Moms and dads couldn't finish all their work for the day until after the kids went to bed (during this time).”
Parents say the resumption of daycare means they can finally breathe again. Daycare centers can only reopen if they half the capacity and maintain a staff-to-child ratio of one to three.The Legislative Yuan daycare center is keeping its ratio at one to two and is giving parents specific dropoff times.
Luo Li-yun, Director, Legislative Yuan Daycare Center:”We are only taking 23 kids. One-tenth of the spaces go to (the children) of first responders and medical personnel. The rest go to children from two-income families.”
Chang Chiung-ling, Director, Wenshan Daycare Center:”All of our personnel were fully vaccinated as of July 6.”
Chou Yu-hsiu, Commissioner, Taipei City Department of Social Welfare:”Those that haven't been vaccinated will have to be tested. “
The Taipei City Department of Social Welfare says 80 percent of the city's 250 daycare centers have applied to reopen and daycare center staff either need to be fully vaccinated or have a negative COVID-19 test from within the past three days to go back to work. Centers will also be required to submit daily health reports to the department.
洗手、消毒、量體溫,要把小朋友送進托嬰中心,這些步驟不能少。台北市從20號開始,開放0-2歲的托嬰機構降載收托,不少家長一大早就把小孩帶給老師。
孩童家長1:「其實我很期待,因為在家裡顧真的比較累。覺得立法院(托嬰中心)做得很好,所以就不用擔心(防疫問題)。
疫情三級警戒期間,許多家長要同時工作和照顧小孩、蠟燭兩頭燒,現在全台微解封,有些企業陸續召回員工,更讓不少家長面臨工作和顧小孩的兩難。
孩童家長2:「(先前)在家裡的期間我們需要上班,所以其實沒有辦法時時刻刻看著小孩子。」
孩童家長3:「(這段期間)小朋友都去睡了,之後爸爸媽媽才開始真的把日間沒有完成的工作拿出來。」
台北市「降載收托」,有家長覺得能稍微喘口氣,而園方這邊依然嚴陣以待,復托後,只能收托原有人數的1/2,而且師生比是1:3,以立法院附設的托嬰中心來說,師生比1:2、而且每組家長的送托時間,還必須錯開。
立法院附設托嬰中心主任 羅麗雲:「我們只收托23位寶寶,在警消醫護方面占了我們所有需求的1/10,那其他都是雙薪家長。」
文山托嬰中心主任 張瓊鈴:「我們在7/6 全體工作人員,都已經完成了疫苗施打。」
台北市社會局長 周榆修:「要疫苗接種之後,才可以降載收托。那麼未接種疫苗者,也都必須進行篩檢,畫面由台北市社會局提供。」
社會局指出,台北市超過250家機構,有八成申請重啟收托,原則上是托育人員要完成疫苗接種,如果沒有接種,也必須出示三天內的核酸檢測陰性證明,而且園所每天都要對老師和小朋友進行健康監測、並回報社會局,多重保障。
