Mailiao Residents Make Demands for Explosion Compensation|台化氣爆賠償無共識 民眾抗議提訴求

A gas explosion occurred at Formosa Chemicals and Fibre Corporation's No. 3 aromatics plant inside parent company Formosa Plastics Group's naphtha cracker complex in Yunlin's Mailiao Township on Apr. 7, resulting in damage to nearby buildings and affecting the farming and fishing industries. FPG and residents held four rounds of talks on compensation, but were unable to reach an agreement. On May 16, residents conducted a sit-in protest outside the naphtha cracker complex's management division and made several demands.

On Apr. 7, a gas explosion occurred at FPG subsidiary Formosa Chemicals and Fibre Corporation's No. 3 aromatics plant, which is located inside the No. 6 Naphtha Cracker Complex. Four rounds of negotiations on compensation took place over the course of the next month, but FPG and residents were unable to reach an agreement. Fifty residents, elected representatives, and village chiefs therefore staged a protest.

We call on Formosa Chemicals and Fibre Corporation to show some corporate conscience and stop deceiving us. It needs to sincerely propose fair compensation and not cause further harm to residents.

I hope all of Formosa Plastics Group's companies will respect the rights and benefits of Mailiao Township residents.

Local elected representatives say they want fair compensation, as well as for the complex to extend the maintenance period. They added compensation negotiations need to be transparent and public. In response, the management division of the complex said it has continuously shown goodwill to resolve the dispute following the explosion, and compensation will be based on the information provided by the township office.

After they register, the forms will be sent to us. We will send them to Taipei, where they will be collected. As the township office has provided the loss ratio, the loss ratio will be included in the calculations. This is the actual situation. It's definitely not what they said about us deceiving them.

The division added calculations showed the compensation should be NT$80 million. The Mailiao Township Office has already begun working on this issue, but a portion of the registered farmland and fishponds are no longer in use, and are not eligible for compensation. The company says it will continue discussing the compensation standard with local authorities and show goodwill to resolve the differences.

雲林縣議員 許志豪表示：「呼籲台化拿出企業良心，不要一騙再騙，要真心真意提出合理賠償，不要再造成鄉民二次的傷害。」

麥寮鄉鄉長 蔡長昆表示：「希望各位台塑企業，一定要尊重我們麥寮人民，大家的權益。」

地方民代表示，除了要求台塑提出合理賠償，也要求六輕需延長歲修時間，若要進行賠償協商需公開透明，而麥寮六輕管理部回應，這次氣爆六輕一直有誠意解決，致於賠償認定是參考公所提報資料所訂。

麥寮六輕管理部副總 陳文仰表示：「他們登記好以後，把表單送給我們，我們送台北再匯總，既然鄉公所有提供這損失率，所以就把這損失率同時計算進去，是在這狀況下，並不是他們所講的，我們騙他們。」

六輕管理部強調，經估算這次氣爆賠償金額共8000萬，目前麥寮鄉公所已經進入作業程序，但有部分登記的農田、魚塭都已廢耕或者棄養，實在無法進行損害賠償，後續會持續與地方溝通賠償標準，用最大誠意化解歧見。
