Recently, a two-year old toddler was found to have suffered concussion after returning home. Parents think the damage happened in the kindergarten that the toddler attended, but officials at her kindergarten denied all responsibility. However, Taichung City's Education Bureau did find that the kindergarten has illegally admitted more children than allowed per class, and will assist her parents in further investigating the situation.
A two-year old toddler was found to suffer from a number of symptoms upon returning from kindergarten. The symptoms include vomiting and nosebleed. The toddler was later diagnosed with concussion. The parents believed their toddler suffered the injury at her kindergarten, located in Taichung City's Xitun District. However, the officials at the kindergarten said they are not aware of any injury that the child might have suffered. The parents suspect that there aren't enough teachers at the kindergarten to supervise the children.
When the teacher handed the toddler over to her parents, she was normal. There was no sign of injury.
The injured toddler's parents have reported in the incident to the police. On the other hand, the officials of the kindergarten have provided security camera footage and claimed that the toddler did not fall down or engage in physical confrontation with her classmates. The officials also addressed the issue of admitting more children than its capacity, saying that they didn't have adequate understanding of the government's regulation and are in the process of rectifying the issue. Taichung City's Education Bureau has stepped in to investigate the situation.
We did find that the two toddlers had some physical contact with each other and it seems the toddler fell down at one point. As to whether the fall was the cause of her minor concussion, we are going to ask our experts to go to the kindergarten in order to further inspect the situation.
The city's education bureau also found out that there are 35 children per class at the kindergarten; the number far exceeds the legal limit of 16. The kindergarten is also severely understaffed, having only three teachers on board. The bureau has issued a fine to the kindergarten and asked it to rectify the issue. It is also found in the video footage that the toddler's head did suffer a hit at some point, and the education bureau's officials will assist her parents in further investigating the situation. The education bureau said they will hold the kindergarten responsible if necessary.
