INEFFICIENT DRAINAGE CHALLENGES THE RESERVATION OF LUKANG|排水系統難負荷 鹿港老街老屋保存面臨挑戰

Plum rain brought flooding to different parts of Taiwan on the 17. Changhua's Lukang old streed suffered from the worst flooding in the past 10 years. However, many of the old houses there are likely to be of historic interest and are protected as cultural heritage. Therefore, modifications or structural improvements to the drainage system will be limited. Picking up the big thick drain board, Miss Chung at Lukang Historic Street got frustrated over the flooding incident. ==MISS CHUNG stall owner== If you don't make this board, water level would be deeper and flooding would be more serious. If you have this, it somehow alleviates situation a little better. When heavy rain came in June 17, water depth at Lukang Historic Street was as deep as knees. Store owners pointed out to the drainage problem. ==SHIH CHAO-LIN Chairperson, Lukang Historic Street Advancement Association== Lukang Township should build spider web-like box culvert. It splits water at upstream. Don't wait till the historic street gets flooded and then start using water pumpers. The water reservoir built in 2014 was not helpful to relieving flood. Shop owners suggest rebuilding drains. Township officers used two pumpers pumping out water. ==LIN WEI-JEN Chief Secretary, Changhua Lukang Township Office== The drains at Historic Street sides are shallow, plus its terrain is low. With a little rain, displacement saturates and water overflows. It's more difficult to make improvement here. A faster way is pumping out water. Another serious problem is the old houses at historic street. Te-cheng Shop at Chung-shang Road, its wooden roof has already collapsed. Especially in humid Lukang, it is ideal for termites to live. After rainy season is over, termites will grow and expand territories and thus damage wooden structures. Lukang is a cultural heritage protection area, it would be difficult to raise up house foundations. Researchers suggest, only by building exclusive sewage system, the old houses at historic street can be saved. TRANSLATED BY: ANTHONY LIN 這個月17號的梅雨鋒面，造成鹿港老街10年來最嚴重的大淹水，老屋也跟著泡水，放晴後店家忙著善後，更希望檢討排水系統，解決淹水老問題。但地勢較低的老屋，受限列入保護區，除了不能隨意墊高地基，加上獨立排水系統無法負荷，老屋保存面臨嚴峻挑戰。 拿起又厚又重的防水板，在鹿港老街擺攤超過十多年的鍾小姐，回想起大淹水的情況，實在又氣又無奈 ==攤商 鍾小姐== 你沒作這塊 它(大水)進去更深 更多 更慘 作了這塊 可以舒緩 （淹水狀況)就是稍微好一點 17號大雨來襲當天，鹿港老屋聚集的瑤林街，水深及膝，店家指出，問題出現在排水系統。 ==鹿港老街發展協會理事長 施釗林== 鹿港應該做 蜘蛛網式的箱涵 在上游的時候 就一定要把它(大水)分開 不要通通流到我們老街上 才要用抽水機 2014年施作的蓄水池，還是無法解救水患，老街店家說，應該將排水設施重新檢討，而公所方面也趕緊亡羊補牢，調來兩部大型抽水機，分別放在公會堂和舊鹿港溪加強抽水，不過原有的排水系統，真的不夠嗎？ ==彰化鹿港鎮公所主秘 林威任== （老街區)排水側溝很淺 加上地勢又低 只要稍微下雨的話 它那個排水容量就飽和 就會溢出來 所以這邊要改善是比較困難 可能比較快的方式 就是抽水 水災後還有個頭痛的問題，就是老屋屋況惡劣，中山路上的德成堂，木造屋頂已經塌陷，已列文史保護區的老街區泡水後，面臨更嚴峻的挑戰。 ==台灣小鎮文化協會常務理事 許書基== 白蟻這生物 牠喜歡吃木頭 尤其鹿港這地區 地處潮濕 很適合白蟻生存 所以 (雨季過後) 牠們在這地方(會擴散) 會造成木結構很大的傷害 受限文史保護區，文史專家建議，唯有規劃獨立區域排水，或是重新整體規劃，才能搶救老街區的百棟老屋。 林健生 賴世杰 彰化報導
