On June 12th three National Chung Cheng University students and their teacher went to Vienna and wanted to use their ROC passports to change documents to enter a human rights forum as auditors. They were denied entry on the grounds that the organiser said that ROC 'is not a country'. Their ROC passports were refused and they were told they had to use Taiwan Compatriot Passes (intended for ROC nationals traveling to China) to enter. The Ministry of Foreign Affairs said it was intolerable that the United Nations persisted in this type of discrimination.
On June 12th three National Chung Cheng University students and their teacher tried to enter a human rights forum using their ROC passports to register and get entry cards. The person responsible for issuing entry documents even told them that 'Taiwan was not a country.' They were told they had to use ROC compatriot passes, which are intended only for use for ROC nationals to enter China. The four were understandably angry. Two years ago DPP Legislator Tsai Yi-yu had attended the same forum and used his ROC passport to enter.

Using the name of the Republic of China is one very important reason why we are shut out of the international arena. The DPP has an opportunity to speak and should say that in the international arena we should just openly use the name Taiwan and not continue to use the name Republic of China anymore.
Just after the incident, the teacher Liu Huang Lee-juan immediately posted on FB saying that before Taiwan's young generation could seek assistance with anything they would be first quizzed on what their nationality was and what documents they had. If breaking off diplomatic relations was a not a crisis, and being forced to use the China compatriots' pass was not a crisis, what exactly did the government feel was a crisis? Even the United Nations Human Rights Council asked Taiwan people to use compatriot passes, so who was leading who? Her anger was palpable. Blue-camp legislators believe that it is an indisputable fact that cross-strait relations have gone downhill.

Before we could use the Republic of China, now you want us to change our name, so our whole diplomatic space has been diminished. Even the United Nations treats us like that.
The Ministry of Foreign Affairs said that as soon as it was informed of the situation, it, in turn, informed the United Nations in Geneva that such a practice was unacceptable and was in violation of the United Nations' own charter. The ROC would not accept this diminution and would contact diplomatic allies and friends hoping to correct the situation as soon as possible.
