A recent government audit found more than 1,500 government officials illegally moonlighting as board members, chairs or advisors in the private sector, and a total of 42 of them have been impeached. But now, pan-blue legislators say low-level civil servants should be allowed to have a second job as they are poorly paid. Pan-green legislators, however, do not agree.
Legally, civil servants cannot hold other posts or jobs. The National Audit Office found that civil servants at all levels, all over the country took positions as company owners, Chairs or advisors. One thousand and thirteen of these received administrative punishment. Four hundred and sixty-one cases were transferred to the Civil Service Disciplinary Committee for punishment. Another 42 were impeached by the Control Yuan and had their cases transferred to the CSDC for punishment. This makes a total of 1.516 civil servants. The majority of those investigated were middle- and high-tier civil servants. Kuomintang Legislator Lin Teh-fu thinks that low-tier civil servants have low wages which are insufficient to raise a family and so he proposed an amendment, that if low-tier civil servants wages were not 1.5 times that of the city or county's minimum wage, and if there were no conflict of interest, and with the permission of their manager, they could take on a part-time job.
==LIN TEH-FU KMT Legislator==
Low-tier civil servants' wages are low, those with many family members can't make ends meet. Then you tell them they can't get a part-time job, I think this is unfair.
==TSENG MING-TSONG KMT Legislator==
With certain limits, they should be allowed to do part-time jobs, but the important point is if there is an opportunity to raise low-tier civil servants' wages, it should be a priority.
However, Democratic Progressive Party legislators think that the basic law prohibits civil servants from taking part-time jobs, no matter what their level, if an amendment is made to the law to allow this, it will have an impact on all levels.
== LEE CHUN-YI DPP Legislator==
Civil servants must exercise public power. So there is a lot that must be avoided. You can't say because some civil servants are paid less, they can just start a part-time job. I think it is not appropriate.
== LIU CHAO-HAO DPP Legislator==
Of course, there are still some civil servants, who, after work go and do other jobs, our law is standard, if it is clearly forbidden to do so, at least not so many will flout the law, for considerations like the public trust of civil servants, this needs careful consideration.
Although pan-blue and pan-green legislators' views differ on the issue, they are united in opposition to civil servants appearing as company owners, Chairs, advisors and so on and have no intention of relaxing regulations on this.
