CHINA SAYS ROC MUST ACKNOWLEDGE 92 CONSENSUS FOR WHA|國台辦:台參與WHA 前提是承認九二共識

In response to the non-invitation, President Tsai Ing-wen so far has sent out 10 tweets in both English and Japanese, drawing international attention to the issue. But China's Taiwan Affairs Office director Zhang Zhijun yesterday said in an interview that for the past eight years, Taiwan indeed took part in the WHA, but that was only because we accepted the One China Principle, but now, things have changed. Analysts say that increasing pressure on Taiwan reflects Chinese leader Xi Jinping's inability to control the hawks among China's administration. At the very last minute before the 2017 WHA meeting registration, President Tsai Ing-wen used both Japanese and English on Twitter to plead for Taiwan to take part in the WHA meeting, on the grounds that it was useful internationally. However, China's Director of the China Taiwan Affairs Office Zhang Zhijun said that for the past eight years, Taiwan had taken part in the WHA as an observer, because it acknowledged the 92 consensus. ==ZHANG ZHIJUN Dir., China Taiwan Affairs Office== Taiwan's administration does not acknowledge the 92 consensus and does not acknowledge the basis of the one China principle, so that the mechanism for cross straits relations' discussion between relevant departments was interrupted. Against this background the premise and for Taiwan to attend the World Health Assembly no longer exists. In response to President Tsai's three point new catch phrases for cross strait relations, 'new situation, new questionnaire, new model', Zhang said that the only 'new' in cross strait relations was that after May 20 last year had a 'new' change. ==ZHANG ZHIJUN Dir., China Taiwan Affairs Office== That is not going in a good direction and is developing in a worrying direction, these changes are not something that any citizen on either side of the strait is happy to see. Analysts say that China is shrinking the ROC's international space to try to force the Tsai administration to acknowledge the 92 consensus. ==YEN CHIEN-FA Chien Hsin UST, Business Admin. Dept.== The pressure we face to participate in the WHA is that we must acknowledge the one China principle, but after we acknowledge it, our sovereignty is dwarfed, we may sustain losses. Some analysts say that the ROC observed at the WHA under Tsai last year, but not this year, indicates that Xi Jinping has difficulty controlling the hawkish faction of the China administration. After Tsai took power she has had good public support for cross strait issues, and the failure to participate this year may help to consolidate her support and improve her low satisfaction ratings. TRANSLATED BY：CLARE LEAR 為了爭取國際社會，支持我國參加今年的WHA，總統蔡英文十度在TWITTER上，用英文與日語發文，不過中國國台辦主任張志軍，今天受訪表示，台灣連續八年，參與WHA的前提基礎是一中原則，蔡英文上任後不接受九二共識，台灣出席的前提就不復存在。有學者分析，去年台灣能參與，但今年不行，多少反映出，中國領導人習近平，還無法掌控鷹派勢力。 搶在2017WHA世界衛生大會報名最後時刻前，蔡英文十度在TWITTER上針對WHA議題發文，不只英文還有日語，就是希望國際社會知道，讓台灣參與WHO世界衛生組織活動，對於國際社會是有幫助的。不過中國國台辦態度強硬表示，我國過去連續八年，以觀察員身份參與WHA的前提基礎就是九二共識。 ==中國國台辦主任 張志軍== 台灣當局不接受九二共識 不同意兩岸同屬一中的政治基礎 使得兩岸之間的 有關部門的商談的機制中斷 那麼在這樣的大背景下 台灣出席世界衛生大會的 前提和基礎就不復存在 蔡英文總統日前提出「新情勢、新問卷、新模式」的兩岸關係三新論，張志軍表示兩岸關係有一個「新」是肯定的，就是去年520以後，兩岸關係出現新的變化。 =中國國台辦主任 張志軍== 那不是向好的方面 而是向令人擔憂的方面這個發展 這些變化其實是兩岸民眾 大家都不願意看到的 有學者分析，中國用限縮國際空間，逼蔡政府接受一中的策略還是沒有改變。 ==健行科技大學企管系教授 顏建發== 我們加入世界組織的這種壓力 來逼我們接受一個中國原則 但是接受一個中國原則以後 我們的主權就被矮化 我們損失會很多 也有學者認為蔡政府去年可以參加WHA，但今年不行的話，代表中國領導人習近平還是無法擺平鷹派人士。 ==師大政治所教授 范世平== 我們看到去年的邀請函 跟前年是不一樣的 表示去年的邀請函 是針對蔡英文的 是幫蔡英文量身訂做的 就是說你要來參加 上面有一條就是2758號決議 就是中華人民共和國 是中國唯一合法政府 那今年為什麼不行 或許是習近平他在19大之前 整個權力要集中的過程當中 內部的 反對的力量的壓力更大了 范世平也分析蔡英文上任以來，兩岸議題方面一直都有不錯的民意支持度，這次如果台灣無法參加WHA，說不定對於蔡英文凝聚國內共識有不少幫助，甚至對於蔡英文的民調有拉抬效果。 記者 張志雄 郭俊麟 台北報導
