The Taipei City Government recently revealed the names and pictures of 25 repeated DUI offenders. While civil organizations believe it helps to curb the violation, experts say those with alcohol use problem also requires medical assistance.  


Police: “Why is that scooter driver driving erratically?”

One lady got stopped by the police after being spotted swerving all over the road.

Police: “Blow, blow harder. 0.75 mg/L.”

The lady argued that she didn't drink, but her blood alcohol level turned out to be 0.75 milligrams per liter, which was definitely over the limit.

Police: “Show me your ID, please.”

This man also got caught drinking and driving. He was reeking of alcohol. He argued that it was medical wine but he still got tested with 0.61 mg per liter of blood alcohol content. Repeated DUI offenders now receive tougher penalties.

Taipei City on Feb. 2 revealed the latest list of names and pictures of repeated DUI offenders, and where they have been caught in the act.

Wu Su-chen, Sec. Leader, Traffic Adjudication Office, Taipei: “Drivers on the list all have been caught twice or even three times. Some were even driving under the influence of drugs while some refused to get tested. Drivers on this list all got pulled over for various violations. One of the male drivers received a NT$360,000 fine mainly because he refused to do the alcohol test twice.”

Revised laws on drunk driving in Taiwan went into effect in 2022. Personal information would be revealed to the public if drivers get caught with DUI twice or more within 10 years. There are 200 people who fall into this category in Taipei City alone. What's worth noticing is that a fifth of the drivers on the latest list have been caught for DUI three times already. Does the new law work to prevent them from doing it again?

Kao Shu-chen, Secretary-General, Taiwan Against Drunk Driving: “When their names and pictures get revealed to the public, I think their friends and families would know and would try to stop them from doing it again. I think attention and constraint from a close group of family and friends help.”

The Taiwan Against Drunk Driving (TADD) said that attention and care from a close group of family and friends would help to solve the problem. They pointed out further that some drivers are very likely alcoholics and committing to a rehab program may be a way to cure the root of the problem.

散發濃濃酒味被攔下,男子喝完藥酒還上路,酒測後0.61。警方酒駕取締,越來越嚴格,若是酒駕累犯,更會加重罰。

台北市2日公布,新一波酒駕累犯名單。長相清晰無碼,名字、違規時間地點、所作所為,全攤在陽光下。

台北市交通事件裁決所課長吳素禎指出:「這次有酒駕累犯2次的、也有3次的,然後也有毒駕的、也有拒測的。所以這次公布的名單的違規樣態,算是比較多元的。那這次罰鍰最高的是一位男性民眾,處罰鍰最高到36萬,那主要是因為他拒測兩次。」

酒駕新法早在去(2022)年上路。10年內兩度酒駕,相關資料就會被公布;光是台北市,已經累積近200人。再來看看這次名單,第3度酒駕被抓,甚至還占了五分之一。只是,酒駕照片公布,能否對當事人產生影響?

酒駕防制協會秘書長高淑真表示:「這些酒駕累犯,一旦被公布姓名和照片之後,我想他的親朋好友絕對都會知道。群體約制的力量,這樣子還是有它積極的作用。」

長期關注酒駕議題的民團認為,公布資訊或多或少有嚇阻效果;更重要的,酒駕累犯,有些人還可能酒精成癮,必須搭配戒治治療,從源頭杜絕,才能讓他們不再重蹈覆轍。
