Controversy Surrounding Hsinchu Baseball Stadium's Safety Issue 林智堅親自監工 新竹市府責任恐難迴避

The controversy surrounding the safety issue of the Hsinchu Baseball Stadium continues. Hsinchu mayor Ann Kao criticized former Hsinchu mayor Lin Chih-chien for being loose with the inspections personally over the past eight years. Kao is currently in the process of suing Lin and his administration.

In July of 2022, Fubon Guardians outfielder Lin Che-hsuan injured his shoulder while fielding a ball, due to stones littering the field being kicked up during play. The controversy surrounding the safety issue of the Hsinchu Baseball Stadium continues. KMT Legislator Lin Wei-chou pulled out pictures dated back in February of 2021 online that showed how the infield was cluttered with rubbles and other debris. However, the rubbles and debris vanished in pictures posted in January 2022. Lin is calling on authorities to show their work records.

Lin Wei-chou, Legislator (KMT): “From December 2021 to January 2022. Just pull out daily work records and see. Who signed the records, and check to see whether the debris got cleaned up or just got buried underneath the soil? Just show your daily work records and see.”

Lin described how the contractor should have followed SGS standards, with SGS having tested and inspected building materials. There would be daily work records and invoices, he said, and where the waste on the field comes from would have been traceable from the work records. Meanwhile, the Hsinchu government has already paid 97 percent for the construction of the stadium. 

Lin Wei-chou, Legislator (KMT): “You have to follow up and see if there are any problems after the construction gets done. There should be 10 percent left from the payment that's deductible if there's any problem to be fixed, but now there is no money left to deduct. The government has already paid over 97 percent.”

Hsinchu mayor Ann Kao also criticized former Hsinchu mayor Lin Chih-chien for being loose with the inspections he had overseen personally over the past eight years. She questioned why Lin had allowed contractors to move on with subpar construction. The Hsinchu government is currently in the process of suing Lin and his administration.

國民黨立委林為洲認為：「從2021的12月到2022的1月，每天的工作日誌把它翻出來看。誰簽名的？這些雜物是清走還是埋下去？那你每天工作日誌拿出來看就知道啊。」

公共工程監造機制，廠商要遵照SGS查驗材料，還要有現場每日施工日誌，以及每日請款估驗報告，最後才驗收。因此外野的廢棄物是從外面載來的，還是現場本來就有的，工作日誌一看就會很清楚。另外新竹市府付款比例已經超過97%，也是問題。

國民黨立委林為洲指出：「它還要看後續你有沒有問題，驗收之後有沒有出問題，出問題我可以從10%裡面繼續扣。但是它現在已經沒有東西扣了，已經付了97點多了，即使出了狀況，那個錢也不夠扣。」

新竹市長高虹安8日也將炮口對準前任市長林智堅，表示林智堅8年來都親自監工，質疑前市府團隊為何在這過程讓廠商輕易過關。日前新竹市府已提告，把相關證據送交檢調。
