Biden Attends TSMC's New US Plant Opening Ceremony 台積電美國新廠移機典禮 拜登親自出席
U.S. President Joe Biden including the CEOs of major TSMC customers, attended an opening ceremony for the new US$12 billion facility in Phoenix, Arizona. Biden hailed the company's major investment in the state and celebrated TSMC's plans to build a second chip plant in the state and more than triple its initial investment to US$40 billion.

These words welcomed much enthusiastic applause, as U.S. President Biden attended the TSMC new plant's opening ceremony on Dec. 7, early morning Taiwan time. Accompanied by Chairman Mark Liu while visiting the new plant in construction and giving a speech, Biden praised TSMC as the pushing hands behind U.S. manufacturing, hoping it can contribute to many job opportunities.
Joe Biden, US President: “TSMC is investing US$40 Billion here in Arizona, the largest foreign investment in the history of this state, over 10,000 construction jobs, and 10,000 high-tech jobs will be created. And I want to thank everyone in this company for making this happen.”
TSMC has increased its investment from US$12 billion to US$40 billion in Arizona. In addition to advancing the 5nm process to the 4nm process in the first fab, it also commits to building the 3nm process fab. Its production line is scheduled to begin in 2026. Hence, TSMC has become one of the largest direct foreign investment cases in U.S. history.
Mark Liu, Executive Chairman of TSMC: “This state-of-the-art facility behind us, is a testimony that TSMC is also taking a giant step forward to help build a vibrant semiconductor ecosystem in the United States.”
Gina Raimondo, US Secretary of Commerce: “There are already over 155 suppliers in the supply chain to TSMC interested also to locate in Arizona. So we are building an entire ecosystem engine. And create good-paying, high-quality jobs.”
High-profile personas gathered at this event, revealing U.S.'s hopes to reduce its reliance on chips manufactured in Asia. Also, the future global layout will possibly be changed. TSMC said that after completing the two phases, in total it will produce over 600,000 wafers annually, with end products market value estimated at over US$40 billion.

一番話迎來熱烈掌聲,美國總統拜登於台灣時間7日清晨,參加台積電新廠的移機典禮,在董事長劉德音的陪同下,參觀新建中的廠房並發表演說,他稱讚台積電是美國製造業推手,貢獻許多就業機會。
美國總統拜登指出:「台積電在亞利桑納州投資400億美元,這是亞利桑那州史上最大的外國投資,將會創造超過1萬個建築工作,和1萬個高科技工作機會,我要感謝這間公司的每一個人,讓這一切發生。」
台積電赴美設廠,地點就選在亞利桑那州,投資金額從原本的120億美元,宣布增加到400億美元,除了第1階段的5奈米製程將推進到4奈米製程,也承諾第2期工程將在當地打造3奈米製程的晶圓廠,預計2026年投入生產,成為美國史上規模最大的外國直接投資案之一。
台積電董事長劉德音說道:「我們背後這個最先進的設施,證明台積電也在向前邁出一大步,幫助在美國建立一個活絡的半導體生態系統。」
美國商務部長吉娜雷蒙多表示:「台積電的供應鏈中已經有超過155家供應商,也有興趣在亞利桑那州落腳,因此我們正在構建一個完整的生態系統引擎,並創造高薪高質量的工作。」
這場活動大咖雲集,也透露出美國希望降低對亞洲製造晶片的依賴性,可能改變未來全球布局,台積電預估兩期工程完工後,將合計年產超過60萬片晶圓,終端產品市場價值預估超過400億美元。
