Chen Ming-tong Received NT$4M in Corporate Donations? 指導林智堅期間 陳明通傳收企業捐款400萬

National Security Bureau Director-General Chen Ming-tong reportedly received NT$4 million in corporate donations during the time he was Lin Chih-chien's thesis advisor. Chen's lawyer issued a statement stating there is absolutely nothing wrong with raising funds for these projects. 

National Security Bureau Director-General Chen Ming-tong reportedly received NT$4 million in corporate donations before and after he advised former Hsinchu Mayor Lin Chih-chien's thesis. Questions abound about whether this was related. Chen's lawyer issued a statement that he raised funds from private companies to promote a series of research projects for the National Taiwan University's Center for China Studies. He did not try to raise funds through Lin. Chen became the focus of the media at the Legislative Yuan on the 24th.

Chen did not directly respond to the relevant disputes. Everything has been handed over to his lawyer. Taiwanese Army Colonel Hsiang Te-en became a CCP spy, receiving NT$560,000. He even signed a commitment letter to surrender to China if war breaks out. The colonel was prosecuted for corruption. Chen said soldiers should not do this, but did not comment on the case further. Legislators disagreed with Chen's remarks and asked whether Taiwan's national security structure has been infiltrated. Is the surrender pledge a Chinese standard document? That is when Chen made his treason remark.

Is this so-called letter of commitment an official Chinese standard document or did the colonel write it himself? Frankly speaking, this kind of action amounts to treason. Right, now that's the problem. Are there any deficiencies in the law? Because the colonel was convicted of corruption. Are there any loopholes in the current law? Of course, I think the current law is insufficient because there is no way to convict treason.

The cross-Strait situation is grim. Kevin McCarthy, the Republican House Leader who is friendly to Taiwan, is expected to serve as the new Speaker of the House. The White House emphasized that both the Speaker and members of Congress have the right to visit abroad, including Taiwan. Legislators are concerned about whether the Ministry of Foreign Affairs will take the initiative to invite the new House Speaker to visit Taiwan.

Joseph Wu, Foreign Affairs Minister: “The Taiwanese Representative Office in the United States is closely contacting the offices of each Congressional member. So if we have received this note to visit, of course, we will make specific arrangements.”

Chinese President Xi Jinping attended the G20 Summit and APEC one after another. Chen said that the relationship between the United States and China has tended to ease after Xi's meeting with U.S. President Joe Biden. However, the two sides have drawn their own red lines on the Taiwan issue. The United States has stated that China cannot use force to coerce Taiwan.

國安局長陳明通爆出在指導前新竹市長林智堅論文前後，收受企業捐款400萬元，被質疑兩者有關聯性。陳明通委由律師發聲明，為台大社科院中國大陸研究中心推動系列研究計畫，向私人企業募款，沒有透過林智堅募款，絕無不法。但24號赴立院備詢，仍成媒體追逐焦點。

國安局長陳明通表示：「我還是那句老話，陳局長不回答陳教授的問題，不過據了解，陳教授已經委託律師，而且昨日律師也發了聲明稿。」

陳明通沒正面回應相關爭議，要通通交給律師。另外針對陸軍上校向德恩淪為共諜，收受56萬元，還身著軍服簽署投降承諾書投共，被依貪污罪起訴。陳明通表示，軍人這樣非常不應該，但不評論案件。立委不認同陳明通言論，質問國安體系有沒有被滲透？投降承諾書是否為中國制式文件？陳明通才改口等同叛國罪。

民進黨立委羅致政提問：「所謂的承諾書，到底是官方中國方面制式的一種東西，還是那個自己人寫的？」

國安局長陳明通回應：「坦白講這種東西等同叛國罪。」

民進黨立委羅致政再問：「是啊那問題出現了，法律上有沒有不足的地方，他竟然用貪污罪來判，那現在的法律有沒有漏洞？」

國安局長陳明通回應：「我想不足，如果沒有辦法判叛國罪。」

兩岸局勢嚴峻，對台友好的美國共和黨眾院領袖麥卡錫，有望出任新的聯邦眾議院議長。美國白宮強調，議長和國會議員都有權出國訪問，也包含台灣。立委關切外交部，會不會主動邀請新議長訪台？

外交部長吳釗燮表示：「駐美代表處跟各個國會議員的這個辦公室聯繫都非常地密切，那如果說我們接到這個出訪的邀請，我們當然會具體的來安排。」

中國國家主席習近平接連出席G20峰會及APEC，被解讀修補各國關係。陳明通表示，美中關係在拜習會後趨於和緩，不過雙方就台灣問題各自劃設紅線，美方表態，不可動武脅迫台灣。
