11 Suspects Arrested in Human Trafficking Case 花蓮港警破獲人口販運集團 陸續逮11嫌
The Hualien Port Police discovered a human trafficking relay station responsible for transporting people to Cambodia in September. It subsequently found the main suspect behind the scenes and arrested 11 people. However, of the more than 20 victims who were lured to Cambodia, only ten returned to Taiwan. The others are still being rescued.
A woman with disabilities was lured from Hualien to Cambodia by the human trafficking group in July. After the family reported the case, the police discovered and dismantled the criminal organization's relay station in Taiwan at the end of August. Recently, they have successively arrested the main suspects in Pingtung, Kaohsiung, and other places.
Chen Hsiao-shan, Captain, Criminal Investigation Brigade, Hualien Port Police: “The suspect Yeh is the representative of China's Changhung Group in Taiwan. Subordinate members are responsible for each layer to lure Taiwanese citizens to Cambodia. If you do not follow instructions to leave the country during the process, they will force victims to depart for Cambodia by intimidation, violence, detention of personal freedom, etc.”
The police investigation indicates that about 20 Taiwanese people have been lured to Cambodia by this gang. However, only 10 people have returned to Taiwan. According to victims, they must ask their families to pay NT$300,000 to NT$500,000 if they want to return to the country. If the ransom is not paid, they must find five alternative replacements to take their place.
Chen Hsiao-shan, Captain, Criminal Investigation Brigade, Hualien Port Police: “If your performance is not good, you will be punished and beaten on the spot. The woman surnamed Chin is still in Cambodia. We have also asked the Ministry of Foreign Affairs to assist in the rescue.”
The police emphasized that the group is all over the country and abroad. Most of its members are underworld gang members. At present, a total of 11 main suspects, including Yeh and Chen, have been arrested. The whole case is being investigated based on organized crime regulations and the Human Trafficking Prevention Act. The suspects will be transferred to the Hualien District Prosecutors Office for investigation.

花蓮港警總隊刑警隊長陳孝山指出:「葉嫌為中國大陸長宏集團在台代表,手下成員分層負責,將國人誘騙至柬埔寨。過程中如有未聽從指示出境,便以恐嚇暴力拘禁人身自由等方式,強迫出境至柬埔寨。」
警方調查,遭此人蛇集團誘騙至柬埔寨的國人大約有20多位,但目前返國的只有10人,經被害人描述想要返台就必須請家屬支付30萬到50萬,或是抓交替以1換5才能回家。
花蓮港警總隊刑警隊長陳孝山表示:「如果說績效不好,在現場會被體罰跟毆打,金姓女子還在柬埔寨,那我們也請外交部來協助營救。」
警方強調,該集團遍布國內外,且分工詳細成員多具有黑道幫派身分,目前共逮捕葉姓、陳姓為首等11人,全案依組織犯罪條例、人口販運防治法等罪嫌,移送花蓮地檢署偵辦。
