Kao Hung-an, III Controversy Continues 資策會控高虹安無申請兼職紀錄 違反規定

The Institute for Information Industry has issued several statements regarding the controversy between the institute and TPP Hsinchu City mayoral candidate Kao Hung-an. It said there was no record of Kao applying to hold concurrent posts, which is a violation of regulations, and it has already filed a criminal lawsuit against Kao for the copyright violations in her thesis. Kao convened a press conference on Oct. 26 to deny the allegations.

TPP Hsinchu City mayoral candidate Kao Hung-an has been accused of violating regulations on holding concurrent posts and plagiarizing her thesis. The latest development is that the Institute for Information Industry issued a statement saying it filed a criminal lawsuit against Kao for two theses with copyright violations and a court is already hearing the case. In addition, it also sent a letter to the University of Cincinnati asking school officials to examine and compare Kao's thesis and then provide a response. The III also said there is no record of Kao applying to hold concurrent posts during her time working for the institute. Kao convened a press conference on Oct. 26. She said the III was fully aware when she was employed by Servtech. As she wasn't paid by the company, there is no issue with concurrent posts.

Kao Hung-an, TPP Hsinchu City Mayoral Candidate: “If you want to accuse me of holding concurrent posts today, then I'd like to ask for your definition of concurrent posts. My superiors were fully aware, and they were the ones who sent me there. I didn't receive a salary from Servtech. I'd like to ask the III what your basis is for saying that I inappropriately held concurrent posts.”

KMT Hsinchu City mayoral candidate Lin Ken-jen said he will respect the judicial process in resolving the thesis issue. With regards to the concurrent posts issue, he said there are issues with both Kao and the III.

Lin Ken-jen, KMT Hsinchu City Mayoral Candidate: “Both sides have issues. Legislator Kao went to work without reporting it, and the III failed to discover that an employee was working another job for several years. That means there are huge problems with the management of this institute.”

Shen Hui-hung, DPP Hsinchu City Mayoral Candidate: “Kao Hung-an produced a lot of personal correspondence today as proof of her procedures and related systems. I think the only thing it shows is that her personal affairs have injured public morality.”

Kao said she hasn't received the complaint yet, and she will appoint a lawyer to handle the case and take related actions.

隨著選舉日逼近，民眾黨新竹市長候選人高虹安的違規兼職與論文抄襲爭議，也持續沸沸揚揚。最新進展，資策會發出聲明，表示針對兩篇論文涉及侵害著作權一事，提起刑事自訴，現在已經進入法院審理程序，並且也向美國辛辛那提大學發函，請校方檢查論文比對結果，並釐清及回覆。另外資策會也指控，高虹安任職資策會期間，並沒有兼職申請與核准紀錄，高虹安則召開記者會，拿出信箱回信截圖，親上火線說明，表示任職科智期間，資策會主管全都知情，沒領科智薪水，又何來兼職一說。

民眾黨新竹市長候選人高虹安指出：「如果今天你要指控我兼職，請問我在這個兼職的定義上，主管也都知情，主管指派我去做這件事情，我沒有支領科智的薪水，想請教一下資策會，你用哪一條，哪一點，來打我不當兼職。」

對手國民黨新竹市長候選人林耕仁認為，論文事件已經進入司法程序，後續就尊重司法，而違法兼職爭議，無論是高虹安或是資策會，其實雙方都有問題。

國民黨新竹市長候選人林耕仁表示：「兩造雙方都有問題，高委員是未報備就去兼職，資策會是員工去兼職可能長達數年，竟都沒有發現，這個單位管理有很大的問題。

民進黨新竹市長候選人沈慧虹也表示：「今天高虹安拿出非常多的私人信件，去證明她的程序，以及相關的制度，我想這只是揭露她，以私害公的一個證實的行為而已。

高虹安表示，目前還沒有收到自訴狀，將委任律師全權處理，再展開後續相關行動。
