Many victims of revenge porn are afraid to file police reports. Of 150 victims that sought help in the first half of this year, 60 percent were between the ages of 19 and 25. The majority of victims did not file a police report. The Ministry of Health and Welfare plans to launch a digital and online gender-based violence victim protection service plan.

Revenge porn has become a major social problem even if someone took a photo or video willingly. Distributing such material is illegal.

Chen Yi-ling, Secretary-General, ECPAT Taiwan: “If you are in possession of someone's private images or videos, you should know you can't disseminate them. The act of distribution is a criminal act.”

According to the Ministry of Health and Welfare, 150 cases of adult revenge porn were reported in the first seven months of 2022, including 109 via a helpline. The victim in 58 percent of cases was between the ages of 19 and 25, and the person distributing the photos or videos in one-third of the cases was someone close to the victim. Less than 40 percent of the cases were reported to the police.

Chang Hsiu-yuan, Director, Department of Protective Services, MOHW: “Victims are first and foremost concerned about being judged, and are afraid to ask for help. They are afraid to go to the police. Second, they are afraid there is nowhere to turn for help and they become isolated.”

The ministry plans to launch a digital and online gender-based violence victim protection service program to help victims pursue legal action and get images and videos removed. Legal consultation and referral services will be added to the program in the future.

有部分情侶可能為了特定目的拍攝私密照或影片，卻在吵架或分手時，因為不甘心而將此類照片上傳到社群網站、網路論壇等媒介，即使當時雙方都同意拍攝，但散布行為恐怕已涉及違法。

台灣展翅協會祕書長陳逸玲表示：「當我們手中持有別人的性私密影像的時候，我們應該要知道這個是不能夠隨意散布的，那散布的這個行為，其實是一種犯罪行為。」

根據衛福部最新調查發現，今年111年1月到7月，成人性私密影像求助案件就有150人、諮詢熱線有109通。從被害人年齡分析發現，19到25歲最多，占5成8，且因有三分之一散布者是被害人熟悉朋友，因此有向警察報案者僅有3成9，也就是超過6成因為害怕不敢報案。

衛福部保護司長張秀鴛說：「第一個害怕就是社會觀感不好，不敢求助，所以他不敢去找警察；第二個是害怕沒有一個管道可以來協助，讓他陷入很孤立。」

為了積極協助被害人，行政院除了啟動跨部會修法工作之外，衛福部也先行辦理「數位/網路性別暴力被害人保護服務計畫」，提供被害人申訴、協助性影像及時下架與刪除，以及後續法律諮詢與轉介等服務，共同建構防禦網絡，阻擋性私密影像於網路散布。
