An estimated 67,000 people nationwide ended their quarantines on April 27 following the implementation of the 3+4 policy. However, many said they have not even received their quarantine orders while others are confused about what to do.
The new 3+4 quarantine policy has taken effect. Those who had been quarantined for more than three days saw their quarantines expire on April 27. Taipei resident Ms. Tsai started quarantining five days ago after her flatmate tested positive. However, as of now, she hasn't even received the order to quarantine. She has no rapid tests on hand, and can only wait at home.
Ms. Tsai, Resident: “As of right now, I haven't received a government-issued quarantine notice. I don't have any rapid tests and I can't go out to buy any so I don't know what my status is. Right now, we're just waiting around for the government to notify us.”
An estimated 67,000 people ended their quarantine on April 27. Ms. Tsai is not the only person in limbo. Some people have been in quarantine for six days but have not received care packages or rapid tests. Some borough chiefs found that health centers did not upload the relevant information.
Han Hsiu-han, Chief, Guangwu Borough, Taipei City: “The health center said it didn't have the information of these people and that it hasn't been uploaded yet. I also think it's ridiculous, because it's already been six days.”
Mr. Chen, Resident: “When we're stuck here at home breathing in the air, at least we stay alive and we won't starve. I've been stuck at home for no reason for seven days and I have to spend money on rapid tests. Everything costs money. Really, why do we have to be here?”
The first batch of people getting out of quarantine on April 27 will undergo four days of self-health management. They will need a negative rapid test result in order to go outside, go to work, take public transport, and purchase necessities. The central government rolled out the new policy hastily, and many people remain confused about the details. The new policy has also created extra work for local governments.
Daan District Health Center Personnel: “You have to apply to Taipei's Department of Health because I can't find anything in my system.”
Resident: “I called 1922 and they told me to come here. ”
Daan District Health Center Personnel: “1922 locked my system and is not allowing me to access it.”
One person called the Centers for Disease Control hotline 1922 for information, and was told to contact the local health center. The health center told the person to contact the local health department, leaving the person extremely frustrated. Many local health departments are understaffed, and chaotic situations have arisen all over Taiwan. The delays in issuing quarantine notices and the severe shortage of rapid tests have exacerbated the situation.
居隔3+4新制上路，民眾如果居隔已經超過三天，最快27日凌晨就可以解隔離，不過住在台北市的蔡小姐，因為室友確診自己已經隔離了五天，但是到現在連隔離通知書都沒拿到，家裡也沒有快篩試劑，只能繼續在家乾等。
預計解隔民眾蔡小姐說：「不過因為現在都還沒有收到任何政府的匡列通知，那也沒有快篩劑，也不方便出去，所以也沒有辦法，就是快篩確定就出門，現在就是我們還一直在等政府通知。」
27日全台預計有6.7萬人解除隔離，蔡小姐絕對不是個案，有民眾隔離六天還沒拿到關懷包跟快篩劑，里長一問才發現，健康中心根本還沒把資料上傳。
台北市光武里里長韓修和表示：「健康中心說沒有這些人的資料，說資料還沒有上傳，我也覺得很誇張，因為六天了。」
居隔民眾陳先生指出：「我們呼吸空氣就有錢喔，還是可以活，都不會餓死喔，無緣無故被關在家裡七天，然後試劑又要花錢、什麼都要用，我講真的，為什麼我們要留在家裡。」
首波解隔民眾，週三起展開4天自主防疫，每天快篩陰性才可出門上班，搭乘大眾交通工具以及採買生活用品。不過中央政策宣布快，除了民眾對於規定霧煞煞，地方人力和細節也跟不上，基層忙得團團轉。
面對民眾詢問，台北市大安區健康服務中心人員回應可在台北市衛生局作申請，因為中心的系統完全看不到。但民眾則說是因為「打了1922」，所以才來這裡。服務人員只能無奈回覆：「1922把我的系統都鎖住了，不讓我看了。」
民眾打1922問問題，結果被要求到健康中心，但健康中心又請民眾到衛生局，讓民眾有夠無奈。縣市衛生局人手不足，各地亂象叢生，加上居隔單大塞車，試劑缺貨，這一波3+4新制上路還有很多考驗。
