Worker Crushed to Death by Gravel Truck 高雄中油五輕舊址週三事故 1人遭車斗壓死

A worker in Kaohsiung was killed after being crushed by a truck at the site where TSMC will build a new plant. Councilors blasted the city government for trying to bury the news.

CPC Corp.'s former refinery plant will be handed over to TSMC next year. The property is currently being remediated. On the 24th, a worker was killed after being crushed by a gravel truck. City councilors are blasting the city government for trying to bury the story.

Chen Li-na, Kaohsiung City Councilor (KMT): “The worker was taken to the hospital by a CPC ambulance after being crushed by the gravel truck. He was pronounced dead at the hospital.”

On the 26th, pan-blue civic representatives called on the city government to tell the public what happened. In response, the Kaohsiung City Government said what happened does not count as an industrial safety accident because the worker was not killed during an active remediation-related process. According to the city, this can only be counted as an occupational accident.

Yang Chin-fu, Director, Public Works Bureau, Kaohsiung City: “(The worker's death) has absolutely nothing to do with the land remediation or development going on. This was purely a local vehicular accident. It was just a dump truck malfunction. And then, the driver asked outside workers to come and fix the vehicle. That's what caused the accident.”

Jou Deng-chuen, Director, Labor Affairs Bureau, Kaohsiung City: “We don't post any information on occupational accidents on our website. We can't make any announcements until after the investigation is closed and fines are issued. That's the law.”

The city government also says labor inspectors were sent to the site on the day of the accident and it will ask the subcontractor to handle the situation. The civic representatives have also called on the city government to evaluate its labor inspection and industrial safety management policies.

怪手在中油高雄五輕舊址中持續趕工，希望能在明年順利將整治好的用地交給台積電。但整治場址3-3區，24號下午卻傳出疑似工安事故，受傷人員送醫後不治，讓藍營民代抨擊市府隱匿消息。

國民黨高雄市議員陳麗娜說：「砂石車的車斗壓傷這個現場呢，就送到由中油廠區消防隊的救護車緊急送醫之後，在醫院已經確認身亡。」

藍營民代26日上午召開記者會，要求市府說明整起事故。但市府卻表示，不是工安意外，因為事故不是在整治過程發生，只能算職災意外。

高市府工務局長楊欽富表示：「跟那個土地整治、跟開發事務無關，純粹是當地的現場車子，傾瀉車有故障，然後司機就請外面的工人進來維修，才造成意外。」

高市府勞工局長周登春則表示：「我們不會有任何發生職災後，我們在網站公告。我們要整個結案以後，按照法令規定裁罰完成了，我們才能夠公告。」

市府表示當天就做了勞檢，也會要求包商後續要妥善處理。但就在即將迎來台積電時發生事故，民代也要求市府應檢討相關勞檢及工安管理，避免有因趕工而出現工安事故的狀況發生。
