Three Migrant Workers Killed in Port Accident|台北港沉箱意外3死4傷 警方現場勘驗

A major construction accident occurred on Dec. 1, causing three deaths and four injuries where workers fell into the water from a work platform of a natural gas terminal construction site at the Port of Taipei. As the three workers that died were Thai migrant workers employed by Pan Asia Corporation, the deaths were reported to the New Taipei City Labor Affairs Department. On Dec. 2, the department questioned the owner of the company, while the cause of the accident is still being investigated.


Police return to the site of the construction accident at the Port of Taipei. The accident site where the workers plunged into the water is indicated by the red float. For reasons that remain unknown, the caisson the workers were in sank to the seabed.

(The workers) were in the caisson when the water flooded in. The structure sank almost immediately.

The accident took place at the port's seventh pier, where a natural gas terminal is being built. The retaining structure used as a breakwater and the foundation for a receiving terminal suddenly broke off and sank, taking the seven workers with it. Three Thai migrant workers died, while four were injured. The four remain under observation at the hospital. CPC Corp. says this was not a reserved site for its third natural gas receiving station but a construction site subcontracted to Pan Asia Corp. and Hwang Chang General Contractor Co.

For this kind of accident to happen -- we will have Pan Asia and Hwang Chang actively handling the situation. Our company, (CPC), will also assist.

The three migrant workers were all Pan Asia employees and the case is being handled by the New Taipei City Labor Affairs Department. The department has already interviewed company representatives and is investigating the cause of the accident.



警方回到台北港南堤碼頭的意外現場進行勘查，畫面上紅色浮球的位置，就是工人的落海位置，原本的沉箱應該浮出海面，而發生意外的沉箱仍然沉在海底。

施工人員表示：「（工人)他們都站在沉箱上面啊，看到水淹進去，一下子沉箱就掉下去了。」

這起意外是因為台北港北七號碼頭，當時正在進行「中油觀塘接收站」沉箱工程，不料其中一個做為防波堤以及接收站地基所需要使用的沉箱，突然斷裂沉入海中，導致站在上面的七名工人跟著墜海，造成三名泰國工人死亡，四名工人還在住院觀察中。中油表示事發地非三接預定地，而是沉箱工程作業，委託給承包商「泛亞工程」、「皇昌營造」。

中油公司副總經理 方振仁表示：「發生這樣一個事故，我們會由泛亞跟皇昌來做實際上，積極性處理，（中油)我們公司也會共同協助。」

至於罹難的三名泰籍工人，由泛亞工程僱用，事發後已經通報新北勞檢處，勞檢處約談業主，至於詳細事故原因還在調查中。
