Man Claims Chinese Company Tried to Interfere in Elections|王:中國創新為情報機構 企圖介入台灣選舉


A Chinese national named Wang Liqiang who claimed to be a Chinese intelligence operative recently told the Australian media that China Innovation Investment Limited was a Chinese intelligence agency that sought to interfere in Taiwan's elections. In response, the Investment Commission said this company applied to set up a company engaged in real estate in Taiwan in December 2016. However, it discovered the owner had a military backgrounds and it rejected the application on national security grounds.


On the evening of Nov. 24, executive director of China Innovation Investment Limited Xiang Xin and his wife Kung Ching were detained at Taoyuan International Airport. On Nov. 25, they underwent interrogation at the Taipei District Prosecutors' Office, and on Nov. 26, they were restricted from leaving Taiwan.
 
There weren't any political actions. This was handled judicially, so this duty of interrogation by prosecutors was independent.
 
Recently, a Chinese national named Wang Liqiang who claimed to be a Chinese intelligence operative told the Australian media that China Innovation Investment Limited, which is based in Hong Kong, was actually a Chinese intelligence agency that sought to interfere in Taiwan's elections. The Investment Commission said that the company applied to establish a company engaged in the buying, selling, and leasing of real estate in Taiwan called "China Capital Company" in December 2016 and transferred NT$100 million. The names on the application included Xiang Xin, Kung Ching, and their daughter Xiang Zixuan, and they were listed as Hong Kong citizens. The Investment Commission spent four months reviewing the application and ultimately rejected it on national security grounds.
 
Agencies including national security agencies and the Ministry of Defense thought that Xiang Xin's background was opaque, and he also had a military background in China. The investment project was fine, but we still had misgivings about national security due to his background.
 
Meanwhile, National Taiwan University professor Kao Cheng-yan said on a talk show that two years ago, he received a call from Xiang Xin about investing in a geothermal company that he was currently running.
 
Xiang Xin previously traveled to Hualien to examine the land. At that time, he intended to apply to the Investment Commission through my geothermal project. Xiang Xin was a Hong Kong citizen. The Investment Commission would have approved it if it was a collaboration with my Nanyang Geothermal Company.
 
The professor also claimed Xiang's funds entered Taiwan through the law firm of Chen Chang-wen. Reporters seeking a response from Chen have been unable to get in contact with him.


日前一名自稱共諜的中國男子王立強,透過澳洲媒體披露,"香港中國創新投資公司",其實就是中國情報機構,企圖介入台灣選舉。經濟部投審會表示,其實該公司早在2016年12月,申請以一億元在台設立公司,計畫經營不動產買賣等業務,不過查出中國創新投資公司主席向心、龔青夫婦,有中國軍方背景,遭投審以違反國安為由,投資計畫遭到駁回。


24號晚間,中國創新董事會主席向心,與他的妻子龔青,在桃園機場被攔下,北檢25號漏夜複訊,直到26號凌晨,夫妻倆人被裁定限制出境出海。

內政部長 徐國勇表示:「沒有甚麼政治動作,這是個司法作為, 所以檢察官質詢這個職務都是獨立的,所以這是司法作為。」

由於日前一名自稱共諜中國男子"王立強",透過澳洲媒體披露,"香港中國創新投資公司",其實就是中國情報機構,企圖介入台灣選舉。而經濟部投審會更透漏。中國創新投資公司,早在2016年12月,就曾匯入外幣約1億新台幣,申請在台投資設立"中華資本公司",計畫經營"不動產買賣、租賃"等業務,並以香港居民身分申請,其中包括向心及其妻子龔青、女兒向子璇一家人等。投審會經過4個多月時間審查,最後以違反國安為由駁回申請案。

經濟部投審會執秘 張銘斌表示:「國安單位國防部這些相關機關,認為說他的背景是比較不單純,然後過去在中國的有一些軍方的背景,(投資)項目是可以,但是我們認為他背景還是有國家安全的疑慮。」

除了申請案叩關失敗以外,台大教授高成炎,也在談話性節目爆料指出,兩年前他所經營的地熱公司,也曾接到向心投資邀約。

台大資訊工程教授 高成炎表示:「向心曾經跑到花蓮去看地,那他當時是要透過我的地熱這個項目,然後向投審會,這個申請,那向心是香港籍啦!那投審會如果用我南洋地熱公司的合作的話,他會通過。」

高成炎強調,向心的資金,就是透過知名律師陳長文的法律事務所進到台灣。而面對這樣指控,記者致電陳長文,截至中午仍沒有回應。
