Yunlin County also suffered from heavy rains. The County's Kouhu and Sihu Township in the coastal area saw water flooding in multiple areas. Also affected by the rain, In Changhua County, a couple's vehicle fell into a deep ravine and both died on site. Taichung, Changhua and Yunlin all announced that classes and work are suspended on the 23th. Southern Nantou County government, however, only made the announcement at midnight on the 24th. The inappropriate timing leaves many parents ill prepared.

The rain continues, and the accumulated rain water has covered the entire road. The local residents have to walk through the knee-high water to cross the road. Those in their rooms are busy clearing the water, however their efforts are no match for the intense flooding.

We can't block the water. (Since when did the flooding start?) The water entered the room as early as last night.

The continuous rainfall along the coastal area has brought an astonishing amount of water. Yunlin County's Kouhu and Sihu Township saw 340 millimeters of rainfall just after six hours of rain. Several townships in the area suffered intense flooding. In Guanggou Township, the water has accumulated to almost knee high, and many households suffered flooding on their bottom floor. In the nearby Kouhu Township, the flooding has receded, and the local residents are busy clearing up their surroundings. The heavy rain has also led to a deadly accident in Changhua.

(The vehicle) fell off a steep slope, measured at about 70 degrees. Our firefighters had to use cables to (pull up the victims).

The police and firefighters found that a vehicle had fallen tens of meters into a deep ravine at the intersection of Dachang and Yuancao road on the 139 provincial highway. Despite the rescuers resorting to demolition equipments to pull open the vehicle, the elderly couple on the vehicle showed no sign of life by the time they were rescued, and couldn't be revived at the hospital. The Nantou County government decided to suspend all work and classes at 30 minutes past midnight on 24 August, leaving many students and parents unaware of the change in the morning.

(The announcement) came at midnight, everyone was asleep by then. (Therefore you didn't receive the announcement?) Correct. I even checked at 10 pm. (Was it too late?) Yes, it was way too late.

Nantou County government originally announced at 8:30 pm on 23 August, that work and class would resume as usual. However, after Taichung and Changhua County all announced to suspend work and classes, Nantou County changed their decision at the last minute. The difficulty of making schedule changes during abnormal climates has once again come to the public's attention.
