Whenever Taiwan enters the dry season, we experience water shortage, but when it's rainy season, flooding becomes an issue. Therefore, as part of the plan for building the 大潮州 artificial lake, the Pingtung Water Resources Department hopes to prevent future flooding by redirecting floodwater to underground aaquifers for later use.
Da Chaozhou Artificial Lake is not a lake, it's the largest Ground Water Recharge Project in Southeast Asia. During annual high flow period, creek water was collected into reservoir to replenish underground water and prevent land subsidence.

The whole idea behinds it is like a bank, a water bank. If we make a deposit, in the future when underground water reaches its balance, or above balance level, we then can take it as a resource to utilize.
Pingtung Water Resources Department hopes the artificial lake can effectively manage underground water. The first 50 hectares for pilot testing since last year showed a problem of high turbidity.

This is the pond for silt precipitation, because there was mud slide at upstream area. We encountered these problems during process. We are academic researchers, how do we overcome the problem of silt or minimize the chance of silting up, we are currently testing some methods.
Artificial lake should serve functions such as water reservoir, flood relief and water resources management. It will take five to ten years to monitor its efficiency. Would artificial lake have impacts to local ecology? More assessments would be required.

每到枯水期,台灣就會遇上用水吃緊,但雨季豐水期,卻又碰上淹水、洪水災情,如何將洪水資源化,是屏東大潮州人工湖建設目標,希望在雨季將洪水導入,以地下水庫的概念,提供屏東、甚至高雄地區用水,不過這樣的設施,會不會衝擊原有的生態,還有待觀察。
大潮州人工湖並非一座湖,而是目前東南亞最大的地下水補注計畫,每年豐水期時,將林邊溪水引流而入,匯進集水槽,用來補充地下水,並防止地層下陷

水利處指出,寄望人工湖能有效管理地下水,而首期50公頃第一湖區,去年進行測試,仍得克服溪水高濁度問題。
