The government's pension reform efforts have attracted much criticism over the past six months. However, the Taiwan Style Foundation think tank has published a poll showing that nearly 70% of the public believes that pension reform is needed. A full reform bill will be considered by the Legislative Yuan this March when further controversy is likely to arise. Legislators say that the changes to labor pension premiums will be a major challenge.
The national affairs conference on pension reform has concluded. Though pension reform efforts have been the subject of much criticism over the past six months, a new poll by the Taiwan Style Foundation shows that 70% of the public believes that pension reform is necessary and that only 14% is opposed.

On the issue of the payout ceiling, military members, civil servants, and teachers are 48% in favor and 41% against. So regarding the details, there are some differences in opinions. But a majority is in favor of reform.
The poll shows polarized opinions regarding pension reform. The battle of public opinion will soon play out in the Legislative Yuan.

If a certain version of the reform is rushed through without reaching a consensus first, then society will be torn apart. The reform will not bring progress in that case.

If the labor pension fund were to go bankrupt, or the civil servants' pension fund were to go bankrupt, then all taxpayers will have to foot the bill. So reform is inevitable.
KMT legislator Wang Yu-min believes that no social consensus has yet emerged regarding pension reform. DPP legislator Huang Wei-che points out that the most difficult part of the reform will be on labor pension premiums due to high potential debt. This view is shared by academics.

Though the rise in premiums will be gradual, companies may not be able to tolerate a rise in the contributions. In that case, the government may have to contribute more to the labor pension fund.
Academics say that the rise in labor premiums will be a burden on employers, which may affect their willingness to raise salaries. They say that the government may need to provide related subsidies as a supporting measure.

國民黨立委王育敏認為,社會共識還有待凝聚;而民進黨立委黃偉哲指出,未來要小心的深水區在「勞保年改」,因為勞保潛在負債最多,學者也持相同看法。

學者表示,除了軍公教,在勞工方面,草案調高保費,但雇主負擔也將增加,勞工憂心影響雇主調薪意願,政府必須有配套措施,可視調薪壓力,介入提供補助。
