CONTROL YUAN FINDS TAIPEI CITY GOVT. DAMAGED RELATIONSHIP WITH FARGLORY|大巨蛋案"破壞信賴關係" 監院糾正北市府

A Control Yuan investigation of the Taipei Dome has found that the Taipei City Government has made inappropriate remarks to the media which broke the trust in the Build-Operate-Transfer relationship with Farglory. So the city government should have considered the principles at stake. On Aug 11, the Control Yuan passed a verdict on the Taipei Dome against Taipei City Government. This had two main points. First, that the city government did not consider the nature of the BOT relationship before making constant inappropriate remarks concerning Farglory to the media, which broke the relationship of trust. Second, the so-called Integrity Commission had no clear legal basis to start an investigation of Farglory and so acted illegally. The city government said it respected the Control Yuan's findings. ==LIN HE-MING Taipei City Govt. Spokesperson== The Integrity Commission was established according to regulations and it belongs to the executive rights sector of the city government. If there is a need for further explanation, then the city government will give this to the Control Yuan. Currently, there is no discussion on dissolving the Commission. The city government emphasized that the Integrity Commission was established legally and it believed that no illegal action was taken. However, Farglory does not accept the professionalism, or otherwise, of the Integrity Commission. ==YANG SHUN-CHIN Farglory spokesperson== As the Control Yuan found, the Integrity Commission has issues of legality, furthermore, its professionalism in the case of a large, complex BOT project like the Taipei Dome is very doubtful. The Control Yuan's findings encouraged Former Taipei City Mayor Hau Lung-bin's office to put out a press release enumerating criticisms against current Taipei City Mayor Ko Wen-je, for forcibly shutting down work on the site, being defeated in court for doing so, re-starting the work, being investigated and found fault with by the Control Yuan. It said all of these showed that shouting the loudest and being self-righteous to try and govern Taipei resulted in constant embarrassment and damage to the image and morale of civil servants. However, the Control Yuan report also cited Farglory as a major contractor in the BOT project as having an unavoidable responsibility for arbitrarily changing the plans, thus triggering public safety concerns.
