Police authorities involved in the First Bank ATM robbery have pointed out that Taiwan is in a difficult position for handling international criminal cases. When the case first broke they requested help from Interpol and even from the US' FBI, but due to lack of official diplomatic relations, no help was forthcoming.
The First Bank ATM robbery was solved fast. However as the necessary international protocols are not in place, they had to rely on their own meticulous examination of CCTV, fingerprinting and DNA to catch and then positively identify the suspects. As Taiwan is not a member of the International Police Organization, it also means that there are no extradition agreements with other countries. Premier Lin Chuan went to the National Police Administration to give out bonuses to the tune of NT$1,200,000 to officers involved in the case.

A lot of other countries have noted this and media have reported on it. We noted that the case was solved fast and the whole process made everyone proud, it is a good example to the international community.
Police arrested three suspects and recovered over NT$60 million of the stolen NT$80 million, showing their professionalism and meticulous methods. However, police authorities also revealed that they had the opportunity to arrest two other Russian suspects returning to Moscow. They knew the men's flight and sent their identities, details of the crime, entry and exit details and photographic images to Moscow through assistance from Japan as it is a member of Interpol. They requested Russia to help with arresting the men. However, they only received a basic response from Russia, acknowledging receipt of the materials and then no further communication.

Currently they have caught three, but the rest, basically the other ten or more, we have no way to punish them unless they come to Taiwan.
Taiwan has no method to arrest the 13 criminals who returned to Moscow. Taiwan can only undertake international judicial assistance by entering into agreements individually with each country separately, step by step.

成功逮獲3名在台嫌犯,又追回6000多萬元的贓款,台灣警察展現出國際一流辦案實力,不過其實在更早之前、警方就有機會、逮捕2名潛逃回莫斯科的俄羅斯男子。當時警方掌握嫌犯班機,提供犯嫌身分、犯案手法、及入出境資料及影像,透過日本在國際刑警組織的平台,請求俄羅斯協助逮人,但只得到俄羅斯冷淡回應「收到」後、便無下文。

專家表示,因為國際間普遍不承認台灣是一個國家,要加入國際組織會員國或成為對方邦交國都是困難重重。而不是邦交國的前提下,要簽署引渡條款更是不可能,台灣目前也僅只有與多明尼加、馬拉威等12個邦交國,有簽署引渡條款,所以對於回到莫斯科的13名嫌犯,台灣根本沒轍。在這樣的窘境下,台灣只能藉由跨國犯罪事件的發生,一步一步和各個國家簽訂刑事、司法互助協議,來打擊犯罪。
