In about a week it will be July, and the Ministry of Labor will begin to enforce the new day-off rules by carrying out widespread labor inspections. But the new rules remain controversial, and many local governments appear reluctant to help enforce them, prompting President Tsai to call a dinner banquet with DPP local leaders over the weekend to discuss the issue.
Labor inspections will begin on July 1 to ensure compliance with new day-off rules. However, the new rules are unpopular with both labor and management, and rumors are circulating that local governments are stonewalling enforcement. President Tsai Ing-wen invited 12 DPP local leaders to a dinner banquet to discuss the issue. In the banquet, Minister of Labor Lin Mei-chu emphasized that the inspections will focus on "guidance" to improve compliance.

If a company does not understand (the new rules), we are responsible for explaining it to them. We will work with the central government to guide these companies in a less heavy-handed manner.
==WILLIAM LAI Mayor of Tainan==
We will raise awareness and advise compliance with central policies. And for improving labor conditions, we will also support the policies of the central government.
Though local leaders all committed to working with the central government, they also said that more "flexibility" is needed. A print media poll showed that only six counties and cities were willing to issue penalties for non-compliance with the new rules. Mayor Cheng Wen-tsan of Taoyuan City, which is not among the six, said that he will work with the central government but Taoyuan will focus on guidance initially.

We will take a softer approach and ensure good communication with companies. But severe or repeated violators that harm workers' rights will be punished as the law dictates.
Taichung City wants to extend the current "guidance period" by three months, and Changhua County also wants the guidance period extended. The Ministry of Labor will meet with local leaders again on June 29, and local leaders said that practical questions will be further discussed then.
