90 ANIMAL FARMS FOUND VIOLATING WASTE DISCHARGE REGULATIONS |連假稽查偷排廢水 屏縣告發10畜牧場

A series of inspections conducted by the Pingtung County Government over the past two months found over 90 animal farms violating waste discharge regulations. The sheer size of the number shows the magnitude of the problem. At 7 AM, environmental officials conduct a surprise inspection in Pingtung's Xinyuan Township. ==INSPECTION OFFICIAL Pingtung Environmental Protection Bureau== See, you're not using the effluent drains. You say this every time, and it still comes out. Yellow wastewater flows from the effluent drain, and the nearby ditch is also full of waste. Many farms discharged wastewater illegally over the holiday, with 10 violators found over two days. ==WU CHAN-PEI Inspection Section Chief, EPB, Pingtung County== We found 9 violators today. 3 of them were discharging through illegal piping, which is a more serious violation. 3 more farms failed pollutant standards testing in their wastewater, and may be fined after a water quality test. Over 90 farms have been found to violate regulations since the Tomb-Sweeping Festival in early April. Repeat offenders may lose their farm license, so no repeat violations have been found. But the Environmental Protection Bureau has discovered the problem of farmers renting out farms to keep their animals, and changing to another location when they are discovered. ==WU CHAN-PEI Inspection Section Chief, EPB, Pingtung County== Some farmers lease farmland which was no longer used to keep animals to keep their own. The person using the farm and the owner of the farm might not be the same person. We will need to strengthen our reviews and inspections with the Environmental Protection Bureau. The county government said that Pingtung's aging farmers and small farms mean that renting is common, and that they are trying to design more effective regulations.
