POLITICAL APPOINTEES TO DIPLOMATIC MISSIONS QUESTIONED AS CRONYISM|外館處將增設政務公使 遭疑變相安插人事

The Executive Yuan passed draft amendments to the Organization Act of Diplomatic Missions, allowing up to 10 additional political appointees to overseas missions. Some question this amendment as opening the door to cronyism, but the Ministry of Foreign Affairs has responded that the current diplomatic corps is overly focused on international politics, but diplomacy in the modern world involves many other emerging issues.

The Executive Yuan has passed draft amendments to the Organization Act of Diplomatic Missions that will allow one of the two deputy chiefs of select overseas missions to become political appointees. MOFA said that Taiwan's diplomatic missions to the US, Japan, the EU, and the WTO are the only offices to which this amendment could apply, and emphasized that the goal of this measure is to improve the flexibility of staffing in missions.

We are creating politically appointed representatives because of our unique diplomatic situation. The international environment is a fast-changing one, and we are facing many emerging issues and challenges. So more diverse ways of thinking are needed in response.

However, former representative to the US Cheng Chien-jen said that political appointees may be unfamiliar with diplomatic work and that the amendment is unfair to senior diplomats.

After new governments take office, a lot of them want to do something new, and they try with new ideas in every field. I don't know what MOFA is thinking right now, but I want to remind them that this is unfair to career diplomats.

Cheng said that, for the long-term development of foreign relations, diplomacy should be as free from political interference as possible. The draft amendments still have to be passed by the Legislative Yuan, and MOFA has been instructed to start building support for the amendment with the caucuses.

行政院會今天通過「駐外機構組織通則」修正草案,未來部分駐外館處將增設政務公使,也就是副代表也可政治任命,人數上限10人。外界質疑這又是為了安插人事的做法。外交部強調,現在常任外交官偏重國際政治,但現今外交面臨許多新興議題的挑戰,政務公使讓用人能有彈性。

行政院會通過「駐外機構組織通則」的修正草案,總統除了派任駐外代表,未來部分國家的2名副代表,其中1人可以政治任命,擔任「政務公使」,總數上限為10人。外交部強調,目前只有美、日、歐盟的外館,以及駐WTO的代表團,符合設置條件,也強調這是為了增加外館的用人彈性。

不過,前駐美代表程建人認為,副代表是為了輔助大使,政治任命者對外交事務不一定了解,而且「空降」對資深外交官的升遷,也非常不公平。

對於職業外交官是不公平的

程建人認為,外交部也許有用人的考量,但為了國家外交的長遠發展,政治還是少涉入外交工作較好。而未來,全案得經過立院三讀通過,行政院已經指示外交部,積極和各黨團溝通,早日完成修法。
