As birth rates continue to drop, the Ministry of Education has set up a mechanism for schools experiencing trouble to receive assistance, or when the situation is past repair, to help pull the plug.
Classrooms stood empty and dusty as the school no longer accepts students. Due to a low birth rate, the private vocational high school Huajiyongan in Tainan was closed in 2014, after failing to get permission to take in students for two consecutive years. This is not an individual case. The low birth rate has greatly impacted high school enrollment across Taiwan.

As the number of students continue to fall, the board of directors made a decision to undertake school transformation.
The Tatung Private Commercial High School in Chiayi is just another case. The school was transformed into a foundation after closing down in 2015. In 2008, there were around 890,000 high school students across Taiwan. In 2017, the number fell to 770,000. There will only be 240,000 students taking part in this year's Comprehensive Assessment Program for Junior High School Students, marking a new low. There used to be 300,000 junior high school students taking the high school placement test. As it becomes more and more difficult for high schools to survive, the Ministry of Education is helping suffering high schools to transform.

For high schools with poor performance evaluation or with insufficient students, the MOE will be glad to see them file an application for support. If the school is experiencing financial crisis or has owed teachers salaries for two or three months, then the MOE will take the initiative to interfere.
The MOE hopes that high schools with insufficient students can take the initiative to ask it for help. However, the school may still be closed if the MOE's help has no effect. The National Federation of Teachers Union think that this is the time to develop better education.

In the new course guidelines for the K-12 education, high school compulsory course credits are lowered, and optional courses have increased. To better high school education, a high school student class should be no more than 30 students.
NFTU suggested replanning vocational high school programs according to the number of people the industries need. To cope with the impact of low birth rate, education authorities should refine vocational high school programs, instead of allowing schools to open similar programs unrestrained.
