The domestic publishing industry is in difficult straits. The Ministry of Culture commissioned a study to see if the implementation of a unified pricing for books could revitalize the publishing industry. 30 percent of consumers said that if implemented, they will buy books, but nearly 30 percent of the publishing industry do not support this and say that it needs to wait until the economy warms up to discuss the issues. If you want to buy books, but also want a bargain, physical and online bookstores have different discounts. The booksellers' discount price war may make the publishing industry situation worse. The Ministry of Culture proposed a unified book price system. It intends to enact legislation to stipulate that new books can only be discounted to a certain extent, within a certain period of time, reducing the impact of the discount war. It has asked analysts to research this. ==LIN CHUN-HUNG Industrial Economics Department Professor, Tamkang University== With less discounts, the number of books sold would certainly drop at first, but the increase in price per book will offset and even exceed the loss. Therefore, publishers should see an increase in revenue. If the system is implemented, 36 percent of consumers said they would still buy books, but nearly 30 percent would choose to limit the use of books, or borrow them.Thirty percent of the industry itself supports the move, but some think that they should wait for the economy to become stronger before deciding on such an issue, while 28 percent do not support the move. ==LI PEI-JU Publishers' Association of the Republic of China Director== I think the system will be hard to implement. Instead we should channel our attention and resources to rediscover the power of reading and promoting a reading culture. ==CHUANG SHIH-HSIEN Assistant Vice President, Acmebooks== I think the new pricing system will benefit local content creaters such as illustrators and writers. It would even benefit publishers, too. ==LIN JIN-BIN Board Director, CSBCA== Some plushers now calculate royalties based on actual sales price. In the past, bookstores mostly offered 5% off. Now discounts start at 21%. That's a huge difference for writers. Analysts think that the difference in response in the industry is because of the fact that, if this is implemented, there must be some exceptions in the legal provisions. Book coupons or book tax credit, and exemption from value-added business tax, may also have positive results. The Ministry of Culture said that it would collect views from all sectors as a reference for any policy and would not make any decision soon.
