HIGHER EDUCATION UNION PRORESTS OVER LABOR LAW'S SELECTIVE APPLICATION AT MOE |

The Higher Education Labor Union staged a demonstration in front of the Ministry of Education, protesting what they said was the selective application of the Labor Standards Act to adjunct faculty in colleges and universities. With no direct response from the Ministry of Education, the union members attempted to storm the building, demanding a personal appearance by Minister Pan Wen-chung. The action resulted in physical altercations with the police. The Higher Education Labor Union had thought that the inclusion of adjunct faculty in Labor Standards Act coverage would be the first step to protecting their rights. Instead, it became the first step to losing their jobs. ==HSU WEN-LU Adjunct Faculty== We are hired for one-semester contracts. So they could just not renew your contract, in effect firing you. This is one way. The other way is to reduce your hours, for instance from six credits to two. ==MR. CHENG Adjunct Faculty== In my department at the school where I'm teaching, 45% of adjunct faculty will not have their contracts renewed next semester. The union said that the Labor Standards Act should not be applied selectively. Now over 13,000 teachers with no other employment may lose their jobs after the Lunar New Year, as institutions look to hire adjuncts not covered by the Labor Standards Act. ==CHEN SHU-HAN Higher Education Labor Union Office Director vs. TSENG YI-CHUN Dept. of Personnel Specialist, MOE== If you have new evidence, you should submit it to the Ministry of Education and we'll handle it. That's what we've done. Thank you. We're handling it. This evidence, this evidence... Dissatisfied with the Ministry's refusal to make concrete promises, and the lack of results after months of protest, the union members and teachers attempted to storm the Ministry of Education. The police presence at the scene stopped the protesters from entering, resulting in physical altercations. Though the protesters were unable to enter, they remained at the doors demanding to see the Minister. ==CHEN HSUEH-YU Chief Secretary, MOE== There are limited resources available to education. We need to spread them out as much as possible. Unsuccessful in their demands for an appearance by the Minister, the protesters once again attempted to storm the building. After the protest ended, they promised further action. The Ministry of Education said that they would send out inspectors to institutions and that inappropriate practices may affect future funding. TRANSLATED BY:JOHN CHEN
