EPA PLANS FOR IMPLEMENTING PER-BAG TRASH COLLECTION FEE SYSTEM|

The Environmental Protection Administration is planning for a nation-wide implementation of the per-bag trash collection fee system, which has been in place in Taipei and New Taipei City. The EPA's first targets are the other special municipalities. However, in southern Taiwan, the Tainan and Kaohsiung City Government think that they already enjoy a pretty good recycling rate of around 50%. They worry that implementing the system may cause inconvenience to the public as the system might not fit into local conditions. The Environmental Protection Administration is now considering implementing the per-bag trash collection fee system in the entire country to encourage recycling and reduction. Its first targets are the special municipalities. Some people worry that the system may cause inconvenience, while others agree that users should pay. ==KAOHSIUNG RESIDENT== I don't think this is a good idea. Well, the government's designated bags come in fixed sizes, but the amount of garbage may vary. ==KAOHSIUNG RESIDENT== It will be more environmentally friendly. It helps reduce the amount of garbage and the use of plastic bags. Some think that the plastic bag charge will be even fairer than levying the fee on water bills if it is levied on the more available shopping bags, which they can later reuse for garbage disposal. The idea, however, is not supported by the Kaohsiung City Government. ==CHANG JUI-HUI, Deputy Director, EPB, Kaohsiung City Government== The recyclable garbage has accounted for more than 50% of the garbage we collected. The rest is the garbage that needs to be incinerated. The Tainan City Government also believes that the per-bag trash collection fee system will not increase the recycling rate. ==LIN CHIEN-ERH, Deputy Director, EPB, Tainan City Government== Even if it can increase the recycling rate, it won't be much. That's the first reason. The second reason is that we need to consider the local conditions. According to city governments, the reuse of free plastic shopping bags offered by stores for garbage disposal can also reduce the amount of garbage. Special tax stamped bags may not necessarily bring the intended results. To launch the system, the EPA will perhaps have to convince the local governments first. TRANSLATED BY:LUKE CHIANG
