The International Olympic Committee met on July 24 via teleconference and decided that the decision on banning Russian athletes from participating in the Rio Olympics should be taken by individual sports federations.
The International Olympic Committee will not take the decision on banning Russian athletes itself, but will pass it on to the relevant sports federations. They will have to assess individual athletes histories' to decide. This announcement follows the World Anti-Doping Agency's report which found systematic, wide-scale condoned doping in Russian sport during the 2014 Winter Olympics in Sochi. Many athletes and sports organisations have called for a blanket ban after the evidence in the McLaren's WADA report. However, the IOC said that Russians can participate if cleared by their respective international federations. IOC President Thomas Bach explained the decision.

It's fine to speak about 'collective responsibility' and 'we are banning everybody', but at the end of the day you have to be able to look into the eyes of the individual athlete concerned by your decision.
The original whistle blower on Russian doping, Yulia Stepanova, who was planning to compete under a neutral flag in the Olympics, remains banned from competing by the IOC.
