People Snagging Fish With Treble Hooks at Hulupi Natural Park 官田生態公園 傳移工違法用三爪鉤釣魚

People have been fishing illegally at Tainan's Hulupi Natural Park despite all the waning signs. Therefore, fines may be introduced in the future to protect the natural habitat.

The Hulupi Natural Park in Guantian District of Tainan is well-known for its beautiful scenery and ecological diversity. The heart of the park is a large irrigation reservoir called Hulupi, where a variety of fish species can be found. However, authorities have received reports of migrant workers purposely snagging the fish with treble hooks to try and catch them.

Local resident: “If we are not supposed to be fishing then we shouldn't do it. It is against the law then. ”

Visitor: “They should probably fish at the ditch. (Reporter: “It's not so appropriate to do it here.”) Yeah.  ”

Visitor: “This area should just be for sightseeing. (Reporter: “It hurts the ecosystem.”) Yeah. ”

There are "No Fishing" signs set up in Hulupi Reservoir but many people have chosen to ignore the sign. Nearby residents decided to voice their concern for fear of the environmental impact. The Chianan Management Office under the Irrigation Agency that oversees the area says they will be discussing with related government agencies.  

Huang I-ming, Section Chief, Management Div., Chianan Management Office, Irrigation Agency, COA: “The first thing is to decide which government unit should be responsible for this case. If we should be in charge then we'll take necessary actions to investigate and see how we can solve the problem of these migrant workers fishing ruthlessly. ”

Since the substances in baits may contaminate the water, fishing has not been allowed for over 10 years in the Hulupi area. Visitors are strongly advised against fishing but do not actually get penalized. The Irrigation Agency is currently in discussion with the Tainan Tourism Bureau on the possibility to start issuing fines and increase patrol in the park.  

走進官田葫蘆埤自然生態公園，以景色優美、生態豐富著稱，水裡頭的魚更是多樣。不過近期卻傳出有移工用銳利的三爪鉤放進水裡隨機甩拉，造成魚群遍體鱗傷。

當地民眾說：「不能釣魚我們就不要釣，再釣就違法啊。」

遊客也說：「應該要去溝邊才好，(記者：「這邊釣比較不好。」) 對。」
 

還有遊客認為：「這邊就是讓人家觀賞這樣子，（記者：「對生態有影響。」) 對啊。」

事實上，官田葫蘆埤早立有禁止垂釣告示，不過不少民眾無視禁令，如今更出現這樣鉤釣手法，也有民眾認為，相關單位再不制止，長期恐衝擊葫蘆埤生態。對此，農田水利署嘉南管理處表示，將和相關單位討論。

農田水利署嘉南管理處組長黃義銘表示：「第一當然先權責單位先確認，是我們的，當然就照相關法規來稽查或是巡查，看要怎樣按照什麼法規，去查那些移工這樣。」

過去因為釣魚投餌，怕汙染水源，所以當地10幾年來就已明令禁止垂釣，由於水域屬於農田水利署，遊憩水上活動則是屬於南市觀旅局，相關單位也會協調討論看要怎罰？目前仍以勸導為主，並加強巡邏，未來不排除開罰，呼籲民眾不要以身試法。
