China Won't Win if It Uses Force: NSB Chief 陳明通:中共犯台不會贏 將成中華民族罪人

Chinese leader Xi Jinping said during the 20th National Congress of the Chinese Communist Party that China will never renounce the option to use force to take Taiwan. U.S. Secretary of State Antony Blinken then said that China has a "much faster timeline" to reunify Taiwan. In response, National Security Bureau Director-General Chen Ming-tong asserted that China will never win if it uses force to take Taiwan.

U.S. Secretary of State Antony Blinken then said that China has a "much faster timeline" to reunify Taiwan. In response, National Security Bureau Director-General Chen Ming-tong said on Oct. 20 that China will never win if it uses force to take Taiwan and will also become the Chinese nation's sinner.

Chen Ming-tong, Director-General, National Security Bureau: “I would like to solemnly inform the authorities in Beijing from here that you have no chance of winning if you use military force to attack Taiwan.”

Chen said the two sides need to respect each other and develop independently. If China decides to attack Taiwan and launches a blockade, it will be considered as an act of war. Taiwan currently has a 110-day supply of oil but a natural gas supply that will only last 10 to 11 days. It will take five years to increase that period to 14 days. Legislators said energy security is more important than weapons manufacturing, and asked Chen how long Taiwan will last under a blockade and what the solutions to this energy plight are.

Johnny Chiang, Legislator (KMT): “If the energy supply is cut off, then everything will be cut off. It will take five years to reach a 14-day (natural gas) reserve. This really is a significant issue, Mr. Director-General. ”
Chen Ming-tong, NSB Director-General: “I'd like to inform the legislator that a blockade is considered an act of war and basically we of course want to come up with a way to find safe channels. Yes, this is a very serious national security issue.”
 
The NSB is also severely understaffed. It attempted to recruit 300 people, but only hired 86. The five-year turnover rate is 17 percent. Legislators asked why the NSB can't find any people.

Mr. Peng, NSB General Affairs Office Director: “The NSB is considered to be a unit with high standards, so we raise our standards when it comes to the recruitment of personnel, including loyalty tests. Perhaps the number of eligible people is too low because the standards are too high.”

The NSB's Special Service Command Center has used M24 sniper rifles for over 20 years and intends to purchase advanced sniper rifles from a British manufacturer. There are reports that this company wasn't able to get an export permit due to Chinese pressure. Chen denied the reports, saying the reason why the deal fell through was the pandemic. The NSB has opened another tender and will replace the outdated rifles annually once it has a supplier.

 

兩岸持續對峙，中共總書記習近平強調，不會放棄武力犯台，美國國務欽布林肯則示警，習近平加速統一台灣的時間表，導致台海局勢升溫，對此，國安局長陳明通20日強勢回擊，中共武力犯台不會贏，還會成為中華民族的罪人。

國安局長陳明通指出：「我在這裡要鄭重的告訴北京當局，武力攻台沒有贏的可能。」

陳明通表示，兩岸應相互尊重，各自發展，不過，中共犯台若採取封鎖台灣，也視為戰爭，目前台灣石油安全存量有110幾天，天然氣只有10到11天，得要5年後，才能擴充到14天，立委認為能源安全問題，重要性應高於武器製造，追問陳明通台灣在封鎖下能撐多久，如何克服能源困境。

國民黨立委江啟臣指出：「能源只要一斷，什麼都斷。」陳明通表示：「這個跟委員報告，封鎖視同戰爭，基本上我們當然要想辦法找安全通道。」江啟臣說道：「5年後的事，（天然氣）你才能到儲存兩個禮拜，所以這真的是一個大問題，局長。」陳明通回應：「這是一個非常嚴肅的國安問題。」

此外，國安局出現人力不足隱憂，原定招募300人，卻只錄取86人，近5年離職率還達17%，立委關切國安局為何招不到人。

國安局總務室彭主任表示：「國安局它屬於高標準的單位，所以我們在人員的一個招募，我們會提高標準，包含忠誠一測等，可能因為標準過高，然後能夠錄取的人就會比較低。」

至於國安局特勤中心的M24狙擊槍已使用20多年，要跟英國廠商採購先進狙擊槍，傳出因中國因素無法獲得英國輸出許可，對此陳明通否認，表示受疫情影響，現階段已經開標，會分年實施汰換。
