Deadline for Simon Chang's Response to Plagiarism 張善政抄襲爭議說明 今日為最後期限

While working as vice president at Acer, Simon Chang applied to serve as principal investigator in a COA research project. However, the reports prepared by Chang's team fail to cite the sources which was later being accused of plagerism. Oct. 20 is supposed to be the deadline for Acer to submit a response to the allegations. 

Acer applied to the Council of Agriculture for a deadline extension to respond to the plagiarism allegations regarding KMT Taoyuan mayoral candidate Simon Chang because not all the people who participated in the research project are still employed with the company. The COA agreed to the extension and the 20th is the deadline. Chang said he would cooperate with Acer.

Simon Chang, KMT Taoyuan Mayoral Candidate: “My understanding is Acer will issue an official reply to the COA today on the 20th. I hope Cheng Yun-peng uses his power as a legislator to oversee the COA and make Acer's response public after the COA has received Acer's official response.”

Chang said he felt ashamed of the lack of administration neutrality. He said that during the election campaign, he deeply felt that President Tsai Ing-wen's administration used national resources, as well as Taoyuan City Government's municipal resources to vigorously help Cheng Yun-peng in the election. Cheng expressed his hope that Chang would submit his response on time and explain publicly. The TPP's Lai Hsiang-ling called for a return to the policy debate in the election.

Cheng Yun-peng, DPP Taoyuan Mayoral Candidate: “He is the research program's head on the contract and has legal responsibility. I hope he submits his response on time.”

Lai Hsiang-ling, TPP Taoyuan Mayoral Candidate: “Make his written response public so everyone can know. In this controversy, he is given the chance to present relevant evidence to clarify himself to show his innocence.”

Cheng Bo-ching, Independent Taoyuan Mayoral Candidate: “He signed a contract with the government and promised there would absolutely be no plagiarism. But since his promise came first and the violation came later, of course, he should take all the responsibility.”

Everyone is concerned if Acer has provided a written response. COA Minister Chen Chi-chung responded he has not received it, prior to attending a meeting at the Legislative Yuan.

Chen Chi-chung, COA Minister: “I haven't received it as of yesterday. After receiving the official response, we have a relevant process to go through. And we will follow this process.”

The COA said that if it receives an official response from Acer, it will decide whether to form a task force next. Chang said the COA should also use the same standard to review Minister Chen's report he did in the past since he was also accused of plagiarism. 

針對國民黨桃園市長參選人張善政農委會研究案報告抄襲爭議，宏碁公司向農委會申請提交報告期限展延，考量當初參與研究計劃的人員不一定都還在職，農委會同意延期，今（20）日是最後期限。張善政表示配合宏碁作業。

國民黨桃園市長參選人張善政回應：「我了解宏碁今天會發公文給農委會，請鄭運鵬發揮立委的功能，農委會接到宏碁的回函以後，請他督促農委會，把宏碁的回函公開出來。」

張善政對行政不中立感到可恥，他說選舉過程中，深刻感受到蔡英文政府動用國家資源，還有桃園市政府的市政資源，大力幫鄭運鵬助選。針對抄襲爭議，張善政的競選對手，民進黨的鄭運鵬表示，希望張善政準時提交報告，並公開說明。民眾黨的賴香伶呼籲選舉回歸政策，不要再打口水戰。

民進黨桃園市長參選人鄭運鵬說：「他做為計劃主持人，在合約上面、法律上面就有責任，那希望說準時提出。」

民眾黨桃園市長參選人賴香伶也說：「公開完整的說明，也可以讓市民知道，在這個爭議的內容裡面，你有相關的事證可以釐清，也還你一個清白。」

無黨籍桃園市長參選人鄭寶清也對此表示：「他既然跟政府打合約，絕對沒有抄襲的情事。但是既然你承諾在先、違規在後，那當然該負起所有責任。」

針對外界關注宏碁是否已提供書面說明，農委會主委陳吉仲上午出席立院經濟委員會，會前回應還沒收到。

農委會主委陳吉仲說明：「到昨天為止還沒有收到，收到完之後，我們有相關的流程，就會依照流程來辦理。」

農委會表示，如果收到宏碁說明後，依照流程下一步就會決定是否組成專案小組。張善政質疑，農委會也應該以同樣標準檢視主委陳吉仲過去做的、被人指控抄襲的案子。
