Landslides at Huaxin 1st Rd. in Qidu, Leaving Residents Stranded 七堵華新一路附近大雨坍方 居民闢便道
Typhoon Nesat combined with a northeast monsoon brought torrential rain to many parts of the country over the weekend. Landslides have been reported in Qidu District of Keelung, where roads and infrastructures have been damaged, leaving residents stranded.
Residents used axes and other tools to try to open up another route through the forestland next to the landslide area for passing. They also tied ropes onto trees so residents have something to hold onto for safety. Typhoon Nesat combined with a northeast monsoon brought torrential rain to many parts of the country over the weekend. In the Qidu District of Keelung, around 10 meters of the road at around No. 160, Huaxin 1st Road sunk and got washed down the hill. There were about 21 residents from six households trapped beyond the landslide.
Local resident: “There is a ditch nearby. We can open up a route there to come out, or else there is no other way.”
Some trapped residents trudged through the ditch first to go out and get rescue while others waited for another route to be opened up.
Chang Pai-he, Chair, Youre Senior LOHAS Association: “A senior trapped in there needed to get a dialysis treatment since yesterday. I got a call this morning asking me to come to take a look.”
Hsiao hsueh, Former Youyi Borough Chief: “Some Youyi Borough residents called me yesterday asking me to help them with the issue.”
The former borough chief is asking the Keelung government to pay more attention to the area affected since the area had suffered from many previous landslides. Local authorities have closed off the area and will get on with repair when the rain eases up. Taipower also sent technicians to repair the electricity supply.
Mr. Li, Taipower technician: “We should be able to fix it (tilted utility pole) in a day, but we need to make sure first that we can securely anchor it in the ground.”
Landslides also occurred at Donxing Street in the hills of Qidu late at night on the 17th. A workers' resting station and a parking lot got destroyed by the debris flow. Fortunately, employees got out in time and no one got hurt. The local government is now carrying out recovery efforts.
受困的居民用鋤頭等工具自力救濟,從坍方路段旁的林地中闢出便道通行,希望再綁上繩索,方便行走。颱風外圍環流,加上東北季風的共伴效應,基隆連日豪雨,基隆七堵華新一路160號附近的道路,路基遭大雨沖刷掏空,約有6戶21人受困。
當地居民指出:「有一條水溝呀,過水溝那個地方闢出便道,從那邊出來,不然沒辦法。」
當地居民有人先從山溝爬出來求援,18日,居民自立救濟闢出便道,居民也紛紛向附近的親友求救。
基隆友蚋銀髮樂活協會理事長張百合表示:「那裡面還有人要洗腎的呀,因為昨天要洗,結果沒得洗,今天早上打電話給我,叫我來看看。」
前基隆市七堵區友一里長蕭雪說:「一些里民他們昨天也打電話給我,希望我能夠幫忙他們,能夠把這個事情解決。」
前里長表示,當地地處偏僻,過去也曾多次坍方,希望市府重視。由於雨勢不小,坍方範圍持續擴大,政府除了封閉道路外,也協調廠商與機具,等到天氣允許再進場處置,台電也派員搶修。
台電外線技術員李先生預期:「(傾斜電線桿)移位置應該1天可以弄好,但是要先確定這邊地基是不是穩固了。」
七堵不只華新一路有災情,東新街的山區17日深夜也發生土石流,掩埋山下一家公司的工寮和停車場,幸好近10名員工及時逃了出來,但土石埋沒多輛汽車,所幸無人傷亡,市府派員處理中。
