US' Stance Towards Taiwan Has Not Changed: Biden 拜習通話 美重申反對片面改變台海現狀
Chinese leader Xi Jinping said U.S. President Joe Biden is "playing with fire", during a telephone dialogue between the two lasting over 2 hours. Xi was referring to a rumored visit to Taiwan by U.S. House of Representatives Speaker Nancy Pelosi.
P.R.C. President Xi Jinping and U.S. President Joe Biden spoke on the 28th for two hours and 17 minutes. According to a China Network Television report, Xi told Biden that cross-strait affairs are internal affairs and everyone is clear on what the status quo is. Xi also reminded Biden the Three Communiques are political promises with the one-China principle as the political basis for bilateral relations.
China Network Television Broadcast: “We strongly oppose the Taiwan separatist movement and foreign interference. There is no room whatsoever for any form of separatist activity. If you play with fire, you get burned. We hope the U.S. understands this. ”
This was the fifth round of talks between Xi and Biden since Biden took office. According to the White House press briefing on the call, "President Biden has continually emphasized the importance of maintaining open lines of communication to ensure that the United States and China manage our differences and work together on areas of shared interest. This call was part of our ongoing efforts to do that."
Karine Jean-Pierre, White House Press Secretary: “They wanted to make sure that they continued the dialogues, kept the open lines for conversation. President Biden underscored that the United States' policy has not changed, and that the United States strongly opposes unilateral efforts to change the status quo or undermine peace and stability across the Taiwan Strait.”
China sees House Speaker Nancy Pelosi's rumored trip to Taiwan as a serious provocation as she is also the third-ranking official in the U.S. government. According to Bloomberg, Pelosi's itinerary for her upcoming Asia trip does not include a stop in Taiwan. NBC, meanwhile, quoted a source as saying Pelosi's itinerary only has confirmed stops in Japan, South Korea, Malaysia and Singapore with Taiwan listed as a "possible stop."
Karine Jean-Pierre, White House Press Secretary: “This is up to the speaker to decide, and also, let's be very clear. There is no trip that has been announced.”
Meanwhile, the Xinhua News Agency pointed out Biden's statement to Xi that the U.S. opposes Taiwan independence was omitted from the White House briefing and neither side revealed whether Pelosi's trip was discussed.
美國總統拜登與中國國家主席習近平,28日通話2小時17分鐘,根據中國央視報導,習近平向美方表示,兩岸同屬一個中國的事實和現狀清清楚楚,中美三個聯合公報是雙方的政治承諾,一個中國原則是中美關係的政治基礎。
中國央視主播說:「我們堅決反對台獨分裂和外部勢力干涉,絕不為任何形式的台獨勢力,留下任何空間,民意不可違,玩火必自焚,希望美方看清楚這一點。」
這也是拜登上任後兩人第5次對話,在貿易戰與台灣議題的緊張局勢下,美中兩國之間相互不信任日益加深。根據白宮發布會談綱要,拜習對話是拜登政府努力維持與深化美中溝通的一部份,也希望美中領導人能持續進行對話。
白宮發言人尚皮耶表示:「他們都要確定可以持續對話,維持開放的對話管道。」
總統拜登強調,美國政策沒有變,美國強烈反對片面改變現狀或破壞台海和平穩定的立場。拜習對話前,最新出現的壓力是美國聯邦眾議院議長裴洛西可能訪台,北京方面將此視為挑釁。根據彭博社的消息,裴洛西的亞洲行並沒有包括台灣;而美國國家廣播公司新聞網(NBC News) 則引述消息人士的說法,裴洛西29日將率團訪問亞洲,行程有日本、韓國、馬來西亞及新加坡,台灣目前則是列為「暫定」。
白宮發言人尚皮耶表示:「這都是由議長自行決定,因此我們藉此把話說清楚,沒有出訪計畫的宣布。」
此外,根據中國官媒新華社指稱,拜登向習近平表達美方不支持台灣獨立的說法,並未出現在白宮發布的會談綱要中,而華府跟北京也都沒有公布拜習兩人是否有討論裴洛西訪台的具體內容。
