Lithuania Set to Leave China-CEEC Initiative 立陶宛擬脫離中國主導"17+1" 在台設處

Lithuania recently passed a resolution to leave the Cooperation between China and Central and Eastern European Countries initiative. Lithuania's Ministry of the Economy and Innovation also confirmed reports saying it will set up a representative office in Taiwan.


In February, the Lithuanian Parliament passed a resolution in favor of leaving the Cooperation between China and Central and Eastern European Countries initiative. The chairperson of the Foreign Affairs Committee accused China of trying to seize control of the infrastructure construction of central and eastern European countries through this mechanism, and said Lithuania should not take this risk. Instead, it should cooperate with regional democracies. Lithuania's Ministry of the Economy and Innovation also confirmed reports saying it will set up a representative office in Taiwan before year-end to promote Lithuania's economic development in Asia.
 
We welcome any initiative that can contribute to deepening the relationship between Taiwan and Lithuania. The Ministry of Foreign Affairs currently does not have any additional information on this issue that we can share with our media friends.
 
Taiwan's Ministry of Foreign Affairs said communication with Lithuania is smooth, and that it doesn't have any additional information regarding the representative office. Lithuania is one of the three Baltic states. It has a population of under three million, and was one of the earliest republics to declare its independence from the Soviet Union.
 
There were complaints within the country that the China-CEEC initiative did not benefit Lithuania and that China had failed to honor its investment commitments.
 
China handed out a lot of bad checks and made a lot of promises, but did not actually do much. That's why there is dissatisfaction now. Eastern European countries are also aiming to improve their relationship with Taiwan in order to pressure Beijing.
 
In April 2020, 200 Lithuanian politicians, including 50 members of its parliament, signed a letter to the president expressing support for Taiwan's inclusion in international organizations and the establishment of a representative office in Taiwan. Meanwhile, the Flemish Parliament in Belgium passed a resolution supporting Taiwan on March 3. It requested the parliament to press for the strengthening of the Taiwan-EU relationship and urged Taiwan's participation in international organizations. MOFA expressed its gratitude.
 
 
 
立陶宛國會2月通過決議,支持立陶宛脫離中國主導的「17+1」合作機制,立陶宛現任國會外交委員會主席表示,中國企圖透過這個機制接管中東歐各國的基礎建設,立陶宛不應該冒險,更提到立陶宛應該轉與區域內的其它民主國家合作,立陶宛經濟部也證實,為了加強立陶宛在亞洲地區的經濟發展,今年底前將在台灣開設經濟辦事處。
 
外交部發言人 歐江安表示:「我們對於任何有助於深化台灣跟立陶宛關係的構想,我們都秉持一個歡迎的立場。對這個事情外交部,目前我們還沒有進一步的訊息,可以跟媒體朋友來分享。」
 
外交部態度低調,表示與立陶宛溝通順暢,但對於設處沒有進一步消息,立陶宛是波羅的海三國之一,人口約3百萬,是最早宣布脫離蘇聯獨立的國家之一,有歷史經驗,對受到大國威脅能感同身受,立陶宛國內也有聲浪,認為17+1合作機制,幾乎沒給立陶宛帶來好處,中國投資承諾都沒有兌現。
 
政大東亞所名譽教授 丁樹範表示:「(中國)其實就是說,空頭支票比較多。答應了很多,兌現相對的比較少。所以當然久了以後,他們也會有那種不滿的情緒,東歐國家藉著宣稱要提升跟台灣的關係,來給北京施壓。」
 
立陶宛去年四月,有包含50位國會議員在內的逾200位政壇人士,聯名致函給總統支持台灣加入國際組織和在台成立代表處,現在歐洲友台聲浪不斷,比利時佛拉蒙區議會3日晚間也表決通過友台決議,要求區政府鼓勵歐盟深化與台灣接觸,支持台灣參與國際組織等,外交部也對此表示感謝。
