Nantou's Qingjing Building Curbs to Be Loosened|清境禁建滿6年 南投縣府將鬆綁

Since 2012, the scenic Qingjing District in Nantou County stopped issuing construction permits, making simple house repairs nearly impossible. But that building ban will soon be lifted. Local innkeepers are delighted by the news, but they hope there will also be measures to prevent land prices from soaring.

Eight people live in this 14-ping size house. This house is over 40 years old, but it can't be rebuilt under local regulations that have banned renovation work since 2012. Even though it is old and crowded. Even though it leaks when it rains.

When it drips, it drips. In the whole house, when it rains alot outside, it also rains inside.

This is the headache for three small villages in the Qingjing District. The rules were meant to limit overdevelopment in this picturesque area in Nantou. However, for six years now, it has made simple house repairs difficult. But the Nantou County government plans to amend the rules when the current 6-year ban expires in mid-May this year. Residents say that will resolve their renovation headaches, but they caution that without a complete set of amended measures, just letting the ban expire could give rise to a new problem: surging land prices.

Consortium builders from outside who speculate on land would compete with the local residents. We would not be happy to see this situation occur. The position of the residents is to help us formulate a set of regulations that is applicable to lifting the ban in Qingjing.

Guesthouse owners say after the ban is lifted, there probably won't be many more new guesthouses that appear. The overall economic environment isn't ideal and the Qingjing area is already full of places to stay for visitors. These proprietors hope the county government can use this opportunity to limit the overall numbers in lodgings, which will help the locals, like themselves, stay in business.

(Establish) an overall limit in the designated scenic areas. If we work in this direction, I think it will be better for the sustainable development of Qingjing's future.

County construction authorities oversee 112 guesthouses. When the building works ban expires, land for building and farming will directly benefit the most. Housing construction, renovation or new building construction will be allowed as long as the site fulfills regulations. County construction authorities emphasize that while no large-scale development will be granted, new construction on any land that does not meet building criteria or is considered in a sensitive location will require special permission or building will not be allowed.
