DESPITE FISTICUFFS, INFRASTRUCTURE BUDGET ENTRIES READ|立院續審前瞻 綠人數優勢 完成預算條目宣讀

On July 18, the Legislative Yuan's extraordinary session continued to plan the budget for the first phase of the Forward Looking Infrastructure Development Program. Before the meeting started pan blue and pan green legislators had a big fight right in front of the speaker's podium. The two sides both shouted at each other through microphones. In the melee, the KMT caucus convener Lin Teh-fu was left injured and bleeding. The actual agenda was left hanging until the afternoon when with the advantage of DPP numbers, the Chairman Wang Jung-chang announced the proceedings were complete, the budget entries read, and the meeting was over. Legislators at the special legislative session on July 18 shouted for a change of the Legislative Speaker as the budget plan for the first phase of the Forward looking infrastructure development program was tabled for discussion. The KMT caucus continued to question since July 17, who would be the meeting chair. On July 18, at 8:30 they attacked and protested that the DPP legislator Wang Jung-chang was not a legitimate chair and the two sides started fighting right in front of the podium. The two sides could not reach agreement on anything and came to physical blows and after this used microphones to shout at each other. Wang demanded the pan-blue and pan-green legislators and media to go back to their seats. However, neither side would give way and there was another outbreak of physical violence. The speaker's podium was knocked over and the KMT's Fei Hung-tai tried to pull out the speaker system cables and got into an altercation with the DPP's Chao Tien-lin and Luo Chi-cheng. In the fight, Lin Teh-fu's hand was injured and bled. ==LIN TEH-FU KMT caucus convenor== I think because we boxed them in with just NT$420 billion over 4 years, and they don't have another plan so they just pull out a NT$108.9 budget so of course, we are going to oppose that right to the bitter end. However, the DPP caucus still emphasised the pan blue camp boycotted the proceedings as they were angry at being powerless. ==CHAO TIEN-LING DPP legislator== Don't be so rough, don't be like this, they not exercise this power of supervisory authority, so now they prohibit others from exercising supervisory power. The DPP caucus suspects that the KMT caucus wants to boycott local construction, however, the KMT caucus said that the issue of the meeting Chair must be solved otherwise it was meaningless to hold a meeting. The fight between the two sides meant that there was no progress until the afternoon when Chair Wang announced that procedure had been followed, the items had been read and the meeting concluded.
