DPP PASSES INFRASTRUCTURE BUDGET THROUGH SUPERIOR NUMBERS|民進黨人數優勢表決過關 前瞻付委審查

Yesterday, Premier Lin Chuan went to the Legislative Yuan to report on the budget for the infrastructure construction. Opposition Kuomintang legislators tried to boycott the process, and resuded to negotiate. They then occupied the podium and conflict ensued between the parties. [E] Legislative Yuan Speaker Su Chia-chyuan announced that all legislators would vote on sending the budget to the review committee. Through superior numbers, the DPP passed this proposal. Lin has been unable to speak at the podium for the last two days. In a media interview he said the infrastructure budget was not illegal and would not be returned for any recalculation. A group of protestors outside the Legislative Yuan shouted slogans, dissatisfied at the DPP government pushing through the infrastructure budget. Premier Lin Chuan came to the Legislative Yuan to give a report on the special infrastructure budget. However, inside the KMT occupied the podium, throwing water balloons and paper money to prevent Lin from getting to the podium. DPP legislators smashed chairs and after a scuffle lasting six minutes Legislative Yuan Speaker Su Chia-chyuan announced a recess and tried to hold a negotiation meeting between the two sides. ==YEH YI-CHIN DPP legislator== They can question and review the substance of this review and even to delete it all, but do not just boycott it, actually review it. The KMT categorically refused to take part in negotiations and so Su returned to the podium to announce that there would be a vote on sending the budget proposal directly to the review commitee. This was passed by dint of superior DPP numbers. Opposition legislators said this was illegal and refused to review it, however, Su announced that it would be sent for review on Monday anyway. ==HSU SHU HUA KMT legislator == The legislators, including the DPP legislators, if they just give up on the process, this is undesirable Lin has been to the legislature twice and due to opposition boycott was twice unable to take the podium and conduct process. Talking to media, he refuted one by one the concerns that the public has about the budget. ==LIN CHUAN Premier== Our entire program is in line with legal procedures, so we do not think there is any reason to return it for further changes. We still hope for the Legislative Yuan proceedings can be carried out in a reasonable manner. According to usual procedure, the infrastructure budget will be discussed next week in the Joint Finance Committee. The KMT says that Su's actions in sending it directly for review are blatantly illegal, and asked to send the Disciplinary Committee to investigate. It filed an administrative action, and said it would continue to boycott to the end, and said that after today it would not enter any more negotiations with the DPP.
